This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the primary Organizational Information Systems Security Manager (O-ISSM) and cybersecurity Subject Matter Expert (SME) for the Installation Management Command Directorate Europe (IMCOM-E). Provides oversight, guidance and support to IMCOM-E HQ and subordinate Garrisons.

Duties

  1. Serve as the primary Organizational Information Systems Security Manager (O-ISSM) and cybersecurity subject matter expert for the Installation Management Command Directorate Europe (IMCOM-E).
  2. Provide oversight, guidance and/or support to IMCOM-E HQ and subordinate US Army Garrisons and/or Army Support Activity groups in accordance with the Directorate’s cybersecurity program.
  3. Evaluate the effectiveness and efficiency of IMCOM-E cybersecurity readiness, recommending changes and implementing changes as directed.
  4. Initiate and/or direct staff studies for cybersecurity resource problems and/or inadequacies.
  5. Ensure all Information Systems, Platform IT, and commercial off-the-shelf (COTS) and/or government off-the-shelf software within the area of responsibility are properly certified and accredited.
  6. Provide oversight for all aspects of Risk Management Framework accreditations for all IMCOM-E Garrisons.
  7. Serve as a subject matter expert for Garrison Mission Information Systems configuration control and/or IMCOM-E IT Governance boards.
  8. Advise leadership on all cybersecurity matters to include analysis and reporting of deficiencies and recommendation for improvement.
  9. Conduct operational tests, surveys, and/or evaluations to determine the extent of cybersecurity compliance.
  10. Analyze requirements for cybersecurity services and related support within the area of operations.

Requirements

  1. One year trial/probationary period may be required.
  2. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  3. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  4. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  5. You will be required to provide proof of U.S. Citizenship.
  6. Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
  7. Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
  8. This position requires a valid, state-issued and USAREUR Driver’s License and must be insurable in order to travel to other locations in the Command’s structure.
  9. This position requires Temporary Duty (TDY) or business travel approximately 30% of the time away from your permanent duty station.
  10. This position may be subject to shift work, holiday- and weekend work, overtime, hold over, and recall.
  11. This position requires the employee to possess and maintain an appropriate and valid, approved Defense Workforce Innovation Directorate baseline certification IAW DOD 8140, at the “IAM-III” level.
  12. This is a drug testing designated position (TDP) subject to pre-employment drug test and random drug testing based on the requirement to possess a Top Secret security clearance.
  13. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment which includes a comprehensive background investigation.
  14. This background investigation includes, but is not limited to, contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Information Technology Cybersecurity Specialist:

Specialized and Other Experience: One year of specialized experience which includes (1) providing expert technical advice and guidance on cybersecurity or information systems security; (2) ensuring cybersecurity programs are in compliance with current policies and procedures; (3) applying methods to resolve complex Information Technology issues; AND (4) leading team members through an assignment, project, or problem to be solved. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
  3. Oral Communication: Expresses information effectively, taking into account the audience and nature of the information.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
