The Citigroup Global Markets Europe AG (CGME) Chief Data Officer will be responsible for the oversight, management and continuous enhancement of CGME’s data governance framework by driving adoption of group policies and procedures at legal entity level and, where needed, ensure local processes are enhanced to align with Citigroup’s global processes.

In this newly created role, the CGME Chief Data Officer will be accountable for driving CGME’s data strategy. The individual will be working in conjunction with the Business / Function Data Leads to drive Data Strategy and Governance at legal entity level.

The position requires a strong understanding of Citi’s Data Strategy and Data Governance Programmes to identify near and long-term data priorities for the legal entity. The ideal candidate will be responsible to drive adaption of global Citi practices at legal entity level and adherence to policies, procedures, and standards to ensure the integrity and quality of CGME’s data assets.

Additionally, the candidate is expected to possess an in-depth understanding of German and European laws and regulations related to data and data governance to complement Citi’s global perspective with local knowledge and expertise.

The CGME Chief Data Officer will be managing a team of 2 individuals at legal entity level and is expected to demonstrate strong managerial and communication skills. The candidate should be versed in engaging across seniority levels to champion data culture and further develop the data-driven mindset across the legal entity. The candidate is expected to manage the local engagement & accountability with products and functions, liaising and pro-actively partnering with CGME senior managers on all data governance related matters, and actively participating/presenting at CGME governance forums and committees. External communication/presentation to regulatory bodies and engagement with external 3rd parties (i.e. Statutory Auditors) will also be required.

Furthermore, the candidate will provide oversight for compliance with applicable policies / standards and steer the adoption of data governance capabilities at legal entity level. Together with his team, the candidate will manage cross business / function related data initiatives to enhance the maturity of data governance processes across the legal entity, effectively partnering across departments.

The role forms part of the wider Banking & International Data team and will also report locally to the accountable Management Board member of CGME.

Responsibilities:

  1. Defining data management strategy, as well as designing and supervision of an effective data governance model at CGME, in compliance with ECB and local regulatory requirements as well as Citi best practices and standards.
  2. Interpret, understand, communicate European and German regulatory requirements and expectations on data, to both country leadership and the Banking & International Data organization.
  3. Coordinate with all businesses and functions in the country and oversee the data efforts to meet local regulatory requirements.
  4. Drive Data Risk reduction and adoption of firm-wide standards (e.g., CDGP) for prioritized GCME use cases / key reports in partnership with Business and Functional Data Leads.
  5. Support Finance, Risk, Products and Functions in their efforts to comply with ECB’s Risk Data Aggregation and Reporting Requirements (RDAR).
  6. Drive data management findings related to data governance and remediation of data management findings from the ECB SREP.
  7. Management and leadership of CGME’s implementation of data governance activities, principles, policy, practices and standards.
  8. As a member of the wider Banking & International Data organization, actively contributes/supports execution of B&I Data strategy.
  9. Ensure material, franchise wide, data quality issues are identified, reported and prioritized for remediation and metrics implemented for ongoing monitoring.
  10. Subject matter expert on data specific aspects of various franchise wide programs.
  11. Develop, coordinate and present relevant materials for Board and Senior Management meetings.
  12. Drive effective communication with ECB and local regulators in alignment with CGME’s CAO and regulatory engagement teams.
  13. Safeguard CGME, their clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to policy.
  14. Drives data culture, awareness and training within the franchise relating to both local requirements and data transformation commitments.
  15. Managing data related outsourcings within remit of Banking & International data team.
  16. Participation in regulatory reviews Present on data governance to CGME’s Management and Supervisors Board as needed.
  17. Own and drive CGME’s Data Governance framework and structure.
  18. Keep management abreast on regulatory change and industry best practices at all times.

Qualifications & Experience:

  1. Bachelor’s/University degree or equivalent experience, Masters/MBA degree is a plus.
  2. Significant banking or financial services experience (10+ years), within a fast-paced business environment, preferably in a global/complex/matrix organization.
  3. Experience with cross-functional / business delivery, ideally with large complex data-intensive program management experience.
  4. Experience with data programs, including Data Governance practices and policies.
  5. In-depth knowledge of European and German Data related laws and regulations (i.e. BCBS 239/ECB RDARR Principles, MaRisk, etc.).
  6. Outstanding executive communications skills and experience of managing stakeholders at all levels across different business lines / departments / geographies.
  7. Strong problem solver, strong analytical skills and change management skills.
  8. Demonstrated ability to interact and work effectively with large, complex and diverse teams.
  9. Ability to influence projects with multiple constituents across organizations whilst ensuring quality delivery to agreed deadlines.
  10. Exposure to industry best practices related to data management.
  11. Good knowledge of markets and investment banking products and services and the front-to back data supply chain into Risk, Finance and Operations.
