An applicant will be selected for an opportunity to serve an assignment up to 120-days as an Administrative Officer, GS-11, in the Administrative Services Division. Depending on the qualification of the applicant, this is either a reimbursable short-term employment detail with no change in salary or a short-term employment promotion.
Duties include, but are not limited to the following:
- Ability to serve as a Human Resources liaison
- Knowledge of the Library's Workforce Performance Management processes
- Knowledge of human resources systems, such as WebTA, EmpowHR and USA Performance Management
WHO IS ELIGIBLE
Permanent, full-time employees of the Library of Congress in good standing with at least a satisfactory/successful performance rating. Temporary and indefinite employees are not eligible.
MINIMUM QUALIFICATIONS
Must be a GS-11 for a STED. Must have at least one year at the GS-9 for a GS-11 STEP.
REQUIRED QUALIFICATIONS
- Must have experience with Human Resources matters such as Workforce Performance Management, personnel actions and time and attendance
- Must have the ability to research and provide responses to complex personnel matters
DESIRED QUALIFICATIONS
Excellent reading, written and communication skills.
ADDITIONAL INFORMATION
This is a temporary appointment with no expectation of permanent placement. The incumbent will work a flexitime, compflex or variflex schedule. A combination of onsite and telework will be permitted. The position is telework-eligible with two onsite days per pay period. The dates of this assignment are projected to be November 19, 2023, through March 18, 2024. If the budget permits, rotations for additional qualified applicants may be available. The assignment may be extended at the option of the Copyright Office and agreement of all parties.
