Main Purpose
We are currently seeking a highly skilled and motivated individual to join a premier team of Engineers at the 100 Civil Engineering Squadron, Royal Air Force Mildenhall, United Kingdom. You will serve in the Operations Flight as the Transportation Networks and Pavement Asset Manager (TNAP) with specific oversight of roads, airfield pavements & associated infrastructure. You will research, interpret, analyze and apply engineering principles, guidelines, policies, regulations, etc. to data gathered by the sub-AMP managers and other sources such as facility condition reports to create a prioritized list of maintenance and repair projects that will be programmed and executed by the flight. You will work closely with the sub-AMPS to collate, prioritize, and develop scopes of work with the development of the Base Comprehensive Asset Management Plan (BCAMP). You will be responsible for ensuring the accuracy of the inventory of the built and network assets so that it reflects a sufficient level of detail to manage condition and evaluate & predict the repair/replacement recommendations. You will provide technical support to projects by means of participating in design reviews, progress meetings, O & M manual reviews and handover acceptable to the Base Civil Engineer as well as providing guidance and technical knowledge. Knowledge and Experience Required
Applicants must demonstrate the following:
- The position requires the incumbent to possess a degree in a subject matter related field appropriate to the position (General Engineer/Architecture/Civil Engineer/Mechanical Engineer/Electrical Engineer) OR a combination of college level education and specialized work experience.
- Must have knowledge of engineering and/or asset planning principles and methods.
- Air Force investment processes for the development of a composite installation and public complex is desired.
- Must have knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards.
- DoD Planning, Programming, Budgeting System (PPBS) is desired.
- Professional knowledge of civil engineering concepts, principles and practices and familiarity with architectural and other engineering disciplines.
- Ability to plan, conduct, and record site/facility surveys and inspections; research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
- Ability to analyze, plan, organize and direct work operations to meet program requirements.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
Other Important Information
Hours of work: 0800-1630 Start & end times may be modified due to mission needs and in accordance with organization's flexible working policies. Will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules, and regulations. Must obtain and maintain the appropriate security clearance. May be assigned other duties that are appropriate to the grade and skill set of the employee. May be required to travel by military and/or civilian aircraft in the performance of official duties or attend necessary training. Position may be coded as mission essential. A 6-month probationary period will be required. Overtime may be required. May be required to travel overnight to US or other countries in the performance of official duties or attend necessary training. Other significant facts pertaining to this position are:
- Valid full category B driver's licence is required.
- May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
