IMPORTANT INFORMATION :

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment‘). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with DMC clients. Expected candidates are seasoned experts with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions.

The position is advertised at levels NS 1/2. Actual position title and level will be based on the candidate’s qualifications, experience, and job scope that will be assigned to the selected candidates.

Overview

The position is assigned in the Climate Change Team of the Climate Change, Resilience and Environment Cluster (CCRE). The CCRE oversees climate change, disaster risk management and environment groups within Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. The Climate Change Team provides strategic and operational guidance and coordinates on ADB’s work on climate change and administers climate change funds.

Job Purpose

The (Associate) Climate Change Officer will support ADB operations and contribute to effective and efficient achievement of corporate and departmental climate change strategies, targets, and requirements. The incumbent will provide in-depth technical support to the development, implementation and coordination of ADB’s climate change agenda in the region or country. He/she will provide advice, expertise and technical support to policy and strategy work, technical assistance and investment projects (including regional considerations), and knowledge generation and management activities. He/she will support country engagement, country partnership strategy development and annual programming, delivery of activities and outputs related to climate change, compilation and analysis of thematic and sector information, and monitoring progress of ongoing thematic and sector work related to climate change. The positions may specialize in different aspects of climate change and climate
finance and may have differentiated responsibilities depending on the expertise of selected candidates.

The incumbent will report to the Director of Climate Change in the CCSD and will be co-supervised by the Director/Specialist in the identified operations department/resident mission. He/she will closely work with climate change staff in CCSD

Responsibilities

a. Policy and Strategy

  • Undertake general research to support policy and strategy work on climate change across sectors, and early identification of climate change and mitigation opportunities at corporate level.
  • Assist in monitoring and reporting on ADB climate change strategic priorities at corporate level.
  • Support country partnership strategy development and country programming, ensuring integration of climate adaptation and mitigation considerations into country partnership strategies and annual country programming missions.
  • Maintain an overview of climate operations in the region/country, including lending, non-lending, Public-Private Partnership and non-sovereign operations, and knowledge work; assists in monitoring ongoing technical assistance projects related to climate change.
  • Provide support in tracking key global issues on climate change such as agreements under the United Nations Framework Convention on Climate Change, and act as the key person to engage with implementing agencies and ministries on climate change; and connect key government actors with relevant sector teams and CCRE.

b. Investments and technical assistance

  • Support in identification, preparation, and administration of technical assistance and investment projects including: (i) support to business process for climate change requirement including project risk screening, quality control, and interdepartmental review; (ii) review and support to climate change assessments and other related project documents; and (iii) contribution to project teams for climate change interventions and knowledge.
  • Assist in ensuring correct identification and classification of ADB projects that address climate change.
  • Undertake research (including policy and sector issues, best practices), data collection, and analyses to support project development, policy, and sector work; prepare relevant papers and briefing notes; monitor, compile, and update policy and sector initiatives; conduct analysis to address raised issues and provide information on climate change in response to inquiries.
  • Assist in the development of and monitoring of activities and deliverables under ADB’s climate change strategic framework, climate change action plan (forthcoming), and corporate results framework.

c. Knowledge Generation and Management

  • Provide technical inputs in preparing speeches, briefing notes and presentation materials for workshops, conferences, meetings, and seminars, including those for senior staff and Management.
  • Provide technical inputs, disseminate knowledge materials and coordinate with operations and sector and thematic groups for the development of investments and exchange of information related to climate change.
  • Act as the key person in carrying out plans for climate change communication and knowledge sharing.
  • Act as the key person in collecting, reviewing, and maintaining information on climate finance.
  • Act as the key person to address external requests and provide critical support in organizing and coordinating events at international foras and/or climate change conferences.
  • Facilitate collaboration among relevant ADB staff on climate change related initiatives, events, studies, and knowledge products including helping develop materials, organize meetings, formal and informal seminars, and workshops.
  • Provide inputs to support the development and maintenance of ADB websites as needed.
  • Ensure the availability, accuracy, and efficiency in retrieving information needed for the analysis, evaluation, formulation, and monitoring of information on climate change including speeches, briefing notes, materials, talking points, and other contents.

d. Operational Support

  • Provide inputs for the preparation and updating of the climate change work plan and accomplishment reports, including assessment of resource requirements in coordination with relevant colleagues.
  • Provide inputs to the preparation of CCSD’s and operations department’s reports, e.g., CCSD Management Information System, quarterly accomplishment reports, write ups on the three-year rolling work program and ADB annual report.
  • Participate in internal working groups including SovOps, and whatever may be assigned.
  • Provide day-to-day technical oversight, knowledge sharing and guidance to Administrative Staff.

e. Others

  • Perform other duties as may be assigned and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in climate science, environmental management, social science or related fields, preferably with advanced training.
  • At least 6 years relevant experience particularly in climate change mitigation and adaptation, climate change policy, climate finance and/or project development work
  • Knowledge of ADB products, processes, and systems on project/program processing and other programming activities, an advantage.
  • Demonstrated strong research, writing and presentation skills.
  • Effective report-writing and communication skills in English.
  • Good analytical thinking and problem solving skills.
  • Ability to liaise and work effectively with internal and external stakeholders of ADB
  • Ability to work collaboratively with teams as a constructive team member.
  • Excellent presentation and written and verbal communication skills in English
