State Office for Quality Assurance and Information Technology in Teacher Training (LAQUILA)
based in Dortmund, is available with immediate effect in Division 3 – Information Technology Services, Department 3.1 \“IT Policy Matters, E-Government, IT Procurement\“
one full-time position (39 hours 50 minutes)
with a focus on digitalization and e-government (m/f/d) to be filled for an indefinite period.

The position is for an indefinite period of employment in pay scale group 12 TV-L. The State Office for Quality Assurance and Information Technology in Teacher Training (LAQUILA) combines the tasks of the former State Examination Office for Teaching Qualifications at Schools (LPA) and the Information Technology Service of the Centers for Practical Teacher Training (ITD-ZfsL) as well as the operation of the electronic administrative work of the State Office and ZfsL in Dortmund. The tasks include conducting state examinations as a state examination office, supporting quality assurance in the second phase of teacher training and performing IT and e-government tasks in the area of teacher training.

The main tasks at the workplace include:

  1. Working on the topic of e-government in connection with the management and implementation of complex and strategically important digitization, e-government and process optimization projects in LAQUILA and the ZfsL.
  2. Analysis, tool-supported modelling, structuring and optimization of administrative and business processes as well as the implementation of requirements analyses.
  3. Participation in internal working groups for the implementation of the E-Government Act NRW and other projects and programs.
  4. Representation of LAQUILA in inter-agency working and project groups.
  5. Project responsibility for the development of solutions for digital processes and workflows and their introduction.
  6. Planning and implementation of project communication and acceptance/change management.
  7. Advising administrative units on the topic of digitalization.
  8. Performing the role of a specialist contact point, coordinating the EVA service desk and specialist administrative activities.
  9. Conception and implementation of training courses for users of the software products used.
  10. Tasks in the areas of IT procurement and IT policy matters.

Professional requirements profile:

  1. Completed studies in the fields of administrative management/eGovernment, administrative sciences, administrative or business informatics, information management, industrial engineering, information management or information science, administrative economics (Diploma / Bachelor / Master) public management/administrative sciences or a related field of study.

Desirable:

  1. Professional experience in the IT environment and in digitization projects, preferably in the field of public administration.
  2. Knowledge of project management and the use of project management tools, e.g. Jira / Confluence.
  3. Knowledge of project, process and change management as well as basic knowledge of data protection and IT security.
  4. Practical experience in supporting organizational change processes.
  5. Experience in the implementation of digitization projects.
  6. Experience in process analysis and modeling.
  7. Good knowledge of IT applications.
  8. An affinity for digitalization and motivation to help shape digital change in public administration.

Personal requirements profile:

  1. Enthusiasm for the digitalization of work processes and a very good understanding of the use of digital work tools.
  2. Willingness and ability to innovate.
  3. Conceptual thinking, negotiating skills and assertiveness.
  4. Strong organizational skills combined with a highly independent and goal-oriented way of working.
  5. Commitment, enthusiasm, initiative and the ability to plan, act, organize, coordinate and make decisions independently with the help of a structured way of working.
  6. Reliability, timely completion of tasks and careful working and documentation skills.
  7. Team orientation, ability to cooperate, ability to deal with criticism and conflict, high level of (digital) communication skills.
  8. Flexibility and ability to deal with changing tasks and processes.
  9. Gender and intercultural competence.
  10. Openness to working on the further development of LAQUILA.
  11. Willingness to change, willingness for further training and business trips.

The place of work is Dortmund. The position can also be filled on a part-time basis.
