Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE’s activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairpersonship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE’s role in the politico-military dimension.

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The Communications and Technology Unit within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC, and other political bodies, by providing the technical means for secure communication between participating States in order for them to meet their international commitments.

Tasks and Responsibilities:

The incumbent, under the overall supervision of the Chief, Communications and Technology Unit, is responsible for the accomplishment and co-ordination of the following tasks:

  • Managing and further developing functional aspects of applications which facilitate analysis of exchanged military data, taking into account aspects of cybersecurity, addressing needs of participating States, considering new technologies such as artificial intelligence, quantum computing and its consequences on encryption, emerging military capabilities, etc.;
  • Communicating with other participating States, within CPC, and other Departments, especially DMF/ICTS, on technologies pertaining to military-type operations or other specific needs to carry out their objectives;
  • Identifying, suggesting, designing and developing appropriate technologies and solutions as well as liaising with vendors and specialists as appropriate to conduct these duties;
  • Training users, organizing User Group Meetings (UGM) and improving procedures and protocols;
  • Performing other related work as assigned.

Necessary Qualifications:

  • First-level university degree in a technological field such as Telecommunications, Electrical or Electronic Engineering, or Cybersecurity;
  • Minimum of four years of progressive experience in national or enterprise-level technological service;
  • Military experience desired – especially in the field of information and communication and cybersecurity technologies preferably in an international set up;
  • Professional fluency in the English language, both oral and written; knowledge of another OSCE language would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
