SENIOR BUSINESS ARCHITECT / REQUIREMENTS MANAGER | BERLIN | 18-Month ANÜ Engagement (extendable to 24 months — Up to €94,000 p.a. — 35-Hour Week — 49% Home Office
THE ROLE
Most requirements roles hand you a defined scope and ask you to write it down. This one hands you three tiers of German government with genuinely competing priorities and asks you to produce a single coherent product direction, with the authority to hold it. It is the shared platform that federal, state and municipal authorities run their administrative services on, so every requirement has to work for more than one public body under German administrative law. If you want requirements work where you own the picture rather than service someone else's, this is that role.
YOU WILL
- Own the consistency and governance of every functional requirement, including regulatory and legislative compliance under GDPR and BITV 2.0
- Run strategic agile backlog governance at epic and feature level to protect the product vision, define the MVP strategy and lead value-driven prioritisation
- Redesign and digitalise administrative processes in line with the Onlinezugangsgesetz — target-state design, not process mapping
- Model business processes consistently and own the interface strategy between the business domains and the IT architecture
- Align functional requirements with the technical target architecture so development does not drift
- Lead management-level workshops that consolidate diverging requirements from multiple stakeholders into one consistent picture
- Orchestrate between business units, IT architecture, development teams and external stakeholders
- Manage scope and timeline expectations, and prepare decision papers and briefings for steering committees
- Lead backlog refinement to Definition of Ready, set agile documentation standards in Jira and Confluence, and advise the Product Owner on the roadmap
WHAT THEY ARE LOOKING FOR
- At least eight to ten years of strategic requirements management, preferably at senior advisory level, with demonstrable public sector depth
- Proven interface competency — mediating between business and IT, and advising Product Owners and architects
- Writing high-precision requirements specifications and complex solution concepts
- Business process analysis and strategic re-engineering, optimising processes for digital transformation rather than documenting them
- Agile conception: translating complex requirements into epic and feature structures that respect system architecture constraints
- Strategic release management — release cycle planning at both high level and detail, and feature prioritisation across competing stakeholder interests
- Senior stakeholder management: workshop facilitation at management level, expectation management, and guiding decision-makers to consensus
- German at C1 or above, written and spoken. This is a hard requirement, not a preference
- Two written references from the last 48 months, each describing your tasks, methods and tools in detail. A list of tools alone will not be accepted
ADVANTAGEOUS
- Requirements work delivered for a government department, authority or public body
- Experience inside the Onlinezugangsgesetz framework
- Degree in Computer Science, Business Informatics or Economics, or an IT or commercial vocational qualification
- Experience of both classic and agile delivery — Waterfall, Scrum and Kanban
- Jira and Confluence as your daily working tools
- Background in software engineering or business process analysis
- Service Design, and an understanding of cross-functional and platform dependencies
WHY THIS ONE
Eighteen months to June 2028 and extendable, on a 35-hour week rather than 40. Just under half your time from home. Four of the six mandatory criteria are about mediation and consensus rather than documentation, which tells you this is a strategic authority role and not a specification desk. And the platform is already live and already serving public bodies, so you are governing something real rather than shaping a proposal.
