We are seeking an experienced European Railway Policy Analyst to lead research and analysis of German and EU policies related to the China-Europe Railway Express. The successful candidate will monitor regulatory developments, assess policy impacts on cross-border rail freight, and provide strategic insights to support decision-making.
This role requires deep familiarity with the German railway regulatory and policy environment, ideally gained through direct experience at the Federal Ministry for Transport (BMV) or the Federal Railway Authority (Eisenbahn-Bundesamt – EBA).

Monitor, analyse and interpret German federal railway policies, regulations and strategic documents issued by the Federal Ministry for Transport (BMV) and the Federal Railway Authority (EBA), with a specific focus on international rail freight and the China-Europe Railway Express.

Track EU-level railway policy developments (e.g. TEN-T, rail freight corridors, customs facilitation, safety and interoperability rules) and assess their implications for China-Europe rail services.

Prepare high-quality policy briefs, impact assessments, stakeholder analyses and recommendations for internal and external stakeholders.

Map the positions and interests of key German institutions (BMV, EBA, DB Cargo, duisport, etc.) regarding the China-Europe Railway Express and related corridors (including the Middle Corridor).

Support engagement with German and European authorities, industry associations and logistics operators.

Contribute to reports, presentations and strategic advice on regulatory risks, opportunities and trends affecting China-Europe rail freight.
