Regional Social Action Association (ARAS) Jura-Nord vaudois brings together 73 municipalities - for a basin of approx. inhabitants - which have united to offer services related to social affairs and the Daycare Service for Children (AJE) based in Orbe, which brings together nearly 700 children across more than 34 collective childcare structures and a significant family childcare sector (approximately 150 family childcare providers spread over three regions).As part of the development of its quality approach and the optimization of its processes, this service is creating a new position as:Quality Management System Manager (QMS)General MissionReporting directly to the AJE Management, the Quality Management System (QMS) Manager is responsible for designing, implementing, and steering the quality and risk management approach of the service in compliance with institutional challenges. They define and deploy a QMS to guarantee the quality, safety, and continuity of services offered to children and families. In close collaboration with the internal stakeholders concerned, they structure the key processes of the service, whether HR or financial. Furthermore, they set up the corresponding monitoring tools and indicators, and support teams in adopting good practices. As support to the AJE management, they contribute to the definition and monitoring of strategic objectives. They steer continuous improvement plans, support the prevention and management of risks, and contribute to the service's compliance with legal and regulatory requirements. They organize and structure process management by defining the owners of master processes, document management, and the updating thereof in accordance with regulations. Finally, they participate in anchoring a shared culture of quality by leading initiatives in this desired direction.ProfileYou hold a tertiary degree, ideally supplemented by training in quality management, project management, and/or ISO standards, such as a CAS, DAS, or MAS in Quality & Management or equivalent. You have confirmed experience in implementing or steering a quality system, ideally in the social, parapublic, or public sector. You are familiar with the field of daycare for children, its legal framework, and its cantonal requirements, or are able to acquire them. You master the main quality tools, in particular process mapping, dashboards, steering indicators, risk management, and document management, ideally via software. You are accustomed to leading transversal projects, facilitating working groups, and accompanying change with method, diplomacy, and a sense of listening.
