Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. ADB combines finance, knowledge, and partnerships to fulfill its expanded vision under its Strategy 2030. ADB only hires nationals of its 68 members.

The position is assigned to the Office of Compliance Review Panel (OCRP). The OCRP supports the work of the Compliance Review Panel (CRP) and facilitates the CRP's communication and coordination with the ADB Board of Directors, Management, staff, and external stakeholders. In addition to the compliance review work, it produces knowledge and learning products and conducts awareness-raising and learning programs for the relevant stakeholders including the Board, ADB staff and Management, government partners, and CSOs. It works closely with the Office of the Special Project Facilitator (OSPF) to ensure that consistent information is shared and the optimum benefit of such learning outreach is achieved. OCRP also works with the Complaint Receiving Officer, OSPF, and ADB's Department of Communications in maintaining a common ADB Accountability Mechanism website. The CRP reports to the ADB Board of Directors through the Board Compliance Review Committee (BCRC). The CRP's function and operation are regulated by the Accountability Mechanism Policy, 2012 (the AM Policy).

Job Purpose

The position will overall support the Chair, CRP/concurrent Head, Office of the Compliance Review Panel (OCRP) in the functioning of the CRP and OCRP. This includes:

  • Providing advice and support to the CRP Chair and part-time CRP Members at all stages of the compliance review process;
  • Leading the OCRP's knowledge, learning, outreach and advisory work with the Chair, CRP;
  • Supervising OCRP staff and manage consultants with the Chair CRP;
  • Assisting the Chair CRP in working with BCRC and the Board.

The incumbent shall ensure confidentiality on cases and on the activity of the CRP/OCRP work within a framework of broad policies, principles, and goals.

Responsibilities

A. Support for the Compliance Review Function and the Accountability Mechanism

  • Provides institutional knowledge, advice and support to the Chair, CRP in implementing ADB's accountability mechanism's compliance review function and achieving its goals.
  • Provides legal, policy, and procedural support to the CRP Chair and part-time CRP Members at all stages of the compliance review process.
  • Coordinates with the accountability mechanism of any other co-financing institution in conducting compliance reviews of the same project.
  • Supports the Accountability Mechanism's role in the Accountability Mechanism Policy updating process.
  • In consultation with the Chair CRP and the part-time CRP members, leads the administrative side of the compliance review function, including assistance in drafting CRP reports, drafting the Terms of Reference (TOR) of a project compliance review, drafting the TOR of experts/consultants to be mobilized to support the compliance review, managing such consultants, drafting correspondence with different stakeholders during the compliance review process, and liaising with ADB Management and staff to facilitate compliance review process.
  • Supports the CRP's investigation of complaints, during all stages, through participation in missions and meetings, determination and analysis of facts, interpretation and analysis of ADB policies and procedures, and application of national laws and processes.
  • Supports the CRP in ensuring that required ADB protocol and procedures are followed in the execution of CRP's functions, including preparation of the CRP's correspondence, reports, and briefings to the BCRC, and in the implementation of Board decisions.

B. Support for the Office of the Compliance Review Panel and Staff Supervision

  • Supports the Chair, CRP in efficient functioning of the OCRP and acts as the Officer in Charge of the OCRP in the absence of the Head OCRP.
  • Helps lead diverse teams and ensures the quality of OCRP's work.
  • Manages OCRP's staff and consultants, in consultation with the Head, OCRP, including performance management, provision of mentoring to the staff and ensuring their ongoing learning and career development.
  • Assists Chair, CRP in managing the part-time CRP members, including facilitating their function as part-time members, clarifying their responsibilities, benefits, and privileges with ADB, and reviewing and clearing time sheets and claim forms before Chair, CRP's review and endorsement.
  • Collaborates with the Office of the Special Project Facilitator (OSPF) and other relevant ADB departments/offices in carrying out all activities of the OCRP.
  • In consultation with the Head, OCRP, oversees the annual budget and work plan preparation and monitors and reviews all related submissions to the BCRC, the Board, BPMSD, and other relevant departments.
  • Prepares Quarterly Briefings for the BCRC and other compliance review-related documents that are needed by BCRC for its meetings or required by specific constituencies of the Board.

C. Leading Knowledge Management, Advisory, and Learning Functions

  • Leads the development and publication of quality knowledge and advisory products, following the Accountability Mechanism's Knowledge Management and Communications Strategies and roadmaps/action plans.
  • Leads the development and implementation of learning programs, customized to the needs of multiple stakeholders, delivered independently by OCRP, with other ADB departments, and other members of the Independent Accountability Mechanism Network (IAMnet).
  • Ensures integration of information sharing and public outreach with ADB's activities in coordination with OSPF, operations departments, the NGO center and DOCK.
  • Oversees the staff in maintaining the ADB Accountability Mechanism website in coordination with CRO, OSPF, and DOCK.
  • In consultation with OSPF, ensures the production of updated and relevant information resources about the Accountability Mechanism in a creative, simple, and user-friendly manner.
  • Represents ADB Accountability Mechanism in the IAMnet and facilitates involvement of the ADB Accountability Mechanism in all IAMnet activities and meetings.
  • Maintains active contact with the IAMnet and its working groups for current and updated information about the accountability sector.
  • Facilitates the preparation and publication of annual reports, in collaboration with OSFP and/or other ADB departments/offices.
  • Ensures that the knowledge and learning function of the OCRP is implemented under the guidance of the Head OCRP.

Qualifications Relevant Experience & Requirements

  • Master's Degree, or equivalent, in economics, environment, law, social sciences, or related fields.
  • University Degree in economics, environment, law, or social sciences, or related fields combined and at least 5 years specialized experience in related organization may be considered in lieu of a master's degree.
  • At least 12 years of professional experience working with DMCs in handling legal and policy advice on large-scale projects at senior level with international experience working in several countries.
  • Experience in policy formulation, analysis, and implementation within the context of ADB and its members, especially safeguards-related policies of development projects.
  • Experience in handling conflict situations and conflict management and establishing professional networks.
  • Familiarity with research and/or investigative-type works.
  • Familiarity with the goals and functions of multilateral development and financing agencies.
  • Ability to make sound, impartial and fair judgments, and capability to ensure access to accountability and justice.
  • Ability to perform effective dialogue and collaborate with partners.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years. ADB offers competitive remuneration and a comprehensive benefits package.
