This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment‘). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.
This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with DMC clients. Expected candidates are seasoned experts with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions.

The position is assigned in the Front Office of Climate Change, Resilience and Environment Cluster (CCRE). The CCRE oversees climate change, disaster risk management and environment groups within Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge, innovation, and partnerships to position the ADB as the region’s climate bank. CCRE leads the Bank’s work in responding to the growing need for innovative policies, institutions, and investments to lead the region to a low carbon, climate and disaster resilient and nature positive future; and supports ADB’s operational departments to develop and implement climate and disaster resilience projects, integrate disaster risk and climate change considerations into their broader portfolio of projects, and access climate financing.

Job Purpose
The Associate Operations Coordination Officer will provide technical, operational, and coordination support for the CCRE’s various activities including work planning and monitoring, sovereign operations programming, processing, quality assurance support, portfolio management, knowledge management, trust funds management, budgeting, and human resource administration.
The incumbent will report to the Senior Director, CCRE and work closely with designated International Staff and National Staff.
Responsibilities
- Coordinate the preparation of CCRE-wide work programs and budget frameworks (WPBF) and annual/mid-year reports, manage CCRE budget, support in preparing and monitoring implementation of CCRE work plan and programming, and support in tracking and reporting CCRE work including monitoring and reporting the progress of key performance indicators (KPIs) and project pipeline.
- Coordinate project processing schedules with relevant offices.
- Review and update CCRE-related business processes and improve wherever possible.
- Contribute to establishing and maintaining the CCRE’s quality assurance activities including review of memos, project and TA documents and ensure their completeness and compliance with ADB’s staff instructions, guidelines, and other internal requirements.
- Support CCRE’s delivery of knowledge products and events, manage event coordination / preparation and timely publication of knowledge products.
- Provide corporate knowledge support and assist in the preparation of briefing notes, talking points, meeting summaries and presentation materials for workshops, conferences, meetings, and seminars.
- Undertake general research (including policy and sector issues, best practices), data collection and analyses to support CCRE work.
- Help coordinate inputs for overall reporting on specific trust funds requested by internal and external clients.
- Support human resource administration including learning and development and talent management.
- Support in the development and maintenance of CCRE SharePoint site and related databases.
- Coordinate within CCRE Cluster, CCSD and other departments and external agencies, as necessary.
- Manage consultant recruitment and contract management.
- Perform other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree preferably in accounting, business administration, commerce, economics, management, climate change, communications, or other relevant discipline; preferably with advanced training.
- Minimum of 6 years relevant professional experience, preferably in multilateral development banks.
- Experience working on climate change projects and processing and administering technical assistance, grants and loans is an advantage.
- Familiarity with the operations, policies and procedures of multilateral financing institutions, and experience in processing and implementation of projects.
- Strong interpersonal, conceptual, and analytical skills.
- Strong project management and team coordination is desired.
- Excellent written and verbal communication skills in English.
