We are seeking an Energy Market Regulation Manager on a 10-month maximum term basis to join our Regulation & Investment Assurance team. Through this opportunity you will shape the future of Western Power\’s role in the Energy Market. Bring your strategic view and innovative thinking to your seat at the negotiating table where you will play a key role in crafting the rulebook that defines how we build, operate, and maintain our network for the community.

Your Role in Action

  • Design and advise on the development of future energy market regulation, and the evolution of Western Power\’s role within current and future energy market regulatory instruments.
  • Develop our Energy Market Regulation Strategy and Roadmap, leveraging opportunities available in the WEM, and under the Technical Rules and innovations available in other energy markets.
  • Lead our highly skilled Energy Market Regulation Area to deliver against the roadmap.
  • Play a crucial role in our relationship with Energy Policy WA, the Australian Energy Market Operator and other industry stakeholders, in respect of current energy market regulation and energy market regulation reform.
  • Attend external industry energy market governance forums including the Western Australia Government Market Advisory Committee, the Technical Rules Committee, and the Rule Change Panel, and related industry working groups as standing members, to provide technical guidance to industry, and represent Western Power\’s strategic and regulatory position.
  • Manage the team to lead internal working groups and work collaboratively with Western Power functions and areas to identify the appropriate policy, regulatory and technical settings for Western Power\’s future roles, obligations, and responsibilities in energy market regulation.
  • Provide energy market regulation analysis and advice to Senior Leadership to inform the development of business positions and ensure that our communication of agreed business positions is provided with a \’single voice\‘.
  • Develop and deliver controls and treatment plans to mitigate Enterprise, Strategic and Operational risks related to energy regulation.
  • Contribute to Western Power\’s 10yr business outlook and forecasting for investments that may eventuate from energy market regulation reform outcomes and perform or provide inputs to cost benefit analysis of proposed solutions.

  • A demonstrated understanding of the regulatory framework in which a utility operates and the link between business decisions and the impact on the regulatory outcomes.
  • Comprehensive experience contributing to the development and delivery of corporate, functional and business strategies.
  • Strong business acumen, comprehensive analytical skills and exposure to risk management and governance processes.
  • Confidence and experience engaging, advising, and working with Senior Management, and Executive and Board.
  • Confidence and experience engaging with and advocating to external industry stakeholders, at a Senior Management and above.
  • Advanced leadership, influencing, communication and interpersonal skills.
