Registered Training Organisation Manager

The Aboriginal Health Council of South Australia Limited (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at state and national levels.

Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.

AHCSA delivers nationally accredited training and has been registered with the Australian Skills Quality Authority (ASQA) as a Registered Training Organisation (RTO) since 2004 (RTO 40142). AHCSA prides itself on providing a comfortable learning environment reflective of the organisation’s cultural values and connections.

The Manager, Registered Training Organisation (Manager) is responsible for overseeing the daily operation of the RTO, ensuring it delivers high-quality education, training and assessment services and complies with all legal and regulatory requirements and standards.

The Manager oversees all RTO staff and works in close cooperation with the General Manager, Business Services to identify and pursue development opportunities for the RTO. The Manager is responsible for building and maintaining strong working relationships with key funders, partners and stakeholders to support the work of the RTO at State and Commonwealth Governments.

Operational Management: Leading activities to support the efficient and effective day-to-day operations of the RTO by:

  • Managing RTO resources including training products, software, and training equipment.
  • Overseeing the establishment and maintenance of appropriate partnership and other agreements with training organisations delivering training to or on behalf of the RTO.
  • Overseeing transitions from superseded Training Packages/accredited courses, in accordance with Regulator requirements.
  • Keeping the General Manager, Business Services and CEO informed of the operations of the RTO.
  • Monitoring and reviewing the management systems (including policies and procedures) in place for the RTO, identifying and acting on any required improvements.
  • Managing RTO reporting requirements including AVETMISS data, funding reporting, and reports to the Leadership Team and AHCSA Board.
  • Managing the set-up and implementation of AVETMISS-compliant Student Management System software.

Financial Management: Managing budgets, financial reporting, and resource allocation to ensure sustainability and profitability of the RTO by:

  • Developing RTO budgets in consultation with the Finance and Procurement Team and managing expenditure in line with approved budgets.
  • Managing the process for the annual certification of the RTO\’s accounts by a qualified accountant.
  • Overseeing strategies and processes to maximise the financial performance of the RTO.

Regulatory Compliance: Overseeing activities to ensure AHCSA’s adherence to all standards and regulatory requirements associated with the RTO by:

  • Managing RTO regulatory compliance including against the Australian Quality Training Framework and Standards for Registered Training Organisations (RTOs) 2015.
  • Overseeing liaison with the relevant registering body concerning all aspects of the RTO\’s status.
  • Leading and participating in any external audit processes.

Staff Management and Development: Developing and supporting a skilled and effective team to operate the RTO by:

  • Leading process to manage RTO staff recruitment, performance, and productivity.
  • Providing an applicable staff induction process.
  • Sourcing and making available appropriate VET professional development opportunities for VET staff.

Quality Assurance and Continuous Improvement: Leading processes to drive innovation and improvement within the RTO by:

  • Monitoring and evaluating training and assessment programs.
  • Participating in vocational education and training networks and professional development.

Business Development and Industry Engagement: Identifying growth opportunities and enhancing RTO’s offerings by:

  • Working in collaboration with the General Manager, Business Services.
  • Developing and maintaining positive relationships with industry bodies and stakeholders.

Team Leadership: Fostering a productive and supportive environment by:

  • Developing and maintaining the RTO Team work plan.

Experience

  • Extensive experience in a leadership role within an RTO or educational facility.
  • Experience in driving business growth for an RTO.
  • Experience in leading efforts related to accreditation frameworks.
  • Experience in adult education and training needs assessment.

Educational/Vocational Qualifications

  • A tertiary qualification in Education, Business, Management or in another relevant field.
  • Certificate IV or higher in Training and Assessment.

Conditions of Employment

  • A valid National Police Certificate will be required.
  • A valid Drivers License is required.
