About the Aged Care Quality and Safety Commission
The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.
As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities.
It is an exciting time to join the Aged Care Quality and Safety Commission, with major reforms underway to improve aged care in Australia. You will be contributing to our role as the national regulator to safeguard and protect older Australians receiving aged care services.
The People & Culture (P&C) group delivers high quality workforce services to meet the current and predicted demands of the Commission. More specifically, the Employee Relations team are involved in facilitating the enterprise bargaining process, consultation processes including with unions and the Commission’s Staff Participation Forum, People & Culture projects, policy and procedure revision and development, and responding to a variety of complex employee/industrial relations matters.
Senior People and Culture Advisor, Employee Relations Position Duties
- Deliver client focused Human Resources & Industrial Relations services across a range of HR functions;
- Research (legislation, industrial instruments, industrial bulletins, media and internet) to provide information on current industrial issues for the Commission.
- Provide accurate, timely and complex advice to internal staff, candidates and stakeholders, using the Enterprise Agreement, Contracts of Employment and legislative and policy interpretation as applied to workplace issues.
- Support managers in the development and implementation of a diverse range of workforce strategies and processes including coaching in dispute resolution strategies, performance and behaviour counselling and management, and management of grievances and disputes.
- Monitor organisational change processes and provide proactive advice to managers and employees to mitigate the risk of industrial disputation and ensure compliance with organisational policies.
- Assist in undertaking investigations, conducting formal Reviews of Action regarding complaints lodged by employees.
- Prepare documentation relating to industrial relations including meeting minutes, counselling sessions, industrial hearings (FWC & AHRC) and Commissioner Briefs.
- Assist the Assistant Director, Industrial Relations in negotiations and consultation with unions and other external bodies.
- Support the Assistant Director, Industrial Relations in matters before the Merit Protection Commissioner, Fair Work Commission, Australian Human Rights Commission, Ombudsman, Staff Participation Forum or other jurisdictions, prepare briefs for internal & external counsel and other case preparatory work.
- Prepare and present monthly investigation updates in relation to employee complaints as required and develop action plans with managers to address key issues arising from these complaints.
- Assist in the implementation of a range of workplace initiatives and projects contributing to the Commission’s Operational Plan and The People Strategy.
Senior People and Culture Advisor, Employee Relations (Policy) Position Duties:

- Assist with seeking, consolidating and escalating feedback from staff and union representatives regarding policies in development.
- Develop policy and operational guidance documents in collaboration with other team members.
- Work collaboratively with internal and external stakeholders to build and maintain positive working relationships and respond to all enquiries and requests in a positive and timely manner.
- Work effectively and flexibly as a team member to accomplish organisational goals in a virtual environment in a team that works in office locations across Australia.
- Supervise APS5 P&C Advisor/s including planning, coordinating workload and capability uplift.
Position Eligibility Requirements (Selection Criteria) – Senior People and Culture Advisor, Employee Relations:
- Tertiary qualifications in Human Resources or Industrial Relations and / or equivalent industry experience in a similar Senior HR Advisor/HR Business Partner/HR Generalist /IR Advisor role.
- Experience working in HR / IR, preferably in a Public Service and/or unionised environment.
- Experience in consultation and provision of advice/counselling to business leaders.
- Ability to investigate employee matters in relation to employee complaints or other disputations.
- Knowledge of, and experience in, general employment law and HR best practice.
- Sound analytical, interpretive, problem-solving, and dispute resolution skills.
- Ability to effectively prioritise requests while maintaining high standards and accuracy.
- Ability to coach, lead and educate leaders around good people practice.
- Ability to facilitate and present workshops to support and deliver business outcomes.
Position Eligibility Requirements (Selection Criteria) – Senior People and Culture Advisor, Employee Relations (Policy):
- Ability to anticipate and identify policy issues and evaluate risks relating to policy development and implementation.
- Ability to undertake independent research.
- Demonstrated ability to understand/interpret legislation and support the development of sound policy and guidance.
- Tertiary qualifications in Human Resources or Industrial Relations and / or equivalent industry experience in a similar Senior HR Advisor/HR Business Partner/HR Generalist /IR Advisor role.
- Experience working in HR / IR, preferably in a Public Service and/or unionised environment.
- Experience in consultation and provision of advice and support to business leaders.
- Ability to investigate employee matters in relation to employee complaints or other disputations.
- Knowledge of, and experience in, general employment law and HR best practice.
- Sound judgement, and analytical, interpretive, problem-solving and dispute resolution skills.
- Ability to effectively prioritise requests while maintaining high standards and accuracy.
- Ability to coach, lead and educate leaders around good people practice with the understanding of strategic direction and business challenges and drivers.
- Ability to facilitate and present workshops to support and deliver business outcomes.

Position Notes:
- Salary offered will be between $92,970 – $104,883 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
- Only candidates who hold Australian citizenship can apply. Appointment is conditional on successfully completing a national police check.
- Non-ongoing opportunities will be offered for varying periods with the option to extend to a total of 24 months.
- Merit Pool established through this selection process may be used to fill this or future ongoing or non-ongoing vacancies.
