Workforce Solutions (WFS) is the learning, training and resourcing arm of the publicly listed Engenco Limited (ASX:EGN). Within WFS, the Centre for Excellence in Rail Training (CERT) and Eureka 4WD & Truck Training are our Registered Training Organisations which provide responsive, flexible and innovative training, assessment and recertification services to the Australian rail and other heavy industries. We are committed to providing quality outcomes for our students and clients.

The State Manager is responsible for the effective leadership and management of all daily operations, ensuring high standards of service delivery, client satisfaction, and regulatory compliance within the state. This role is pivotal in driving operational efficiency, optimising resources, and fostering a positive, high-performance culture across the team.

Key Responsibilities:

  • Oversee daily operations and administration, ensuring client satisfaction, quality, and profitability, while managing budgets and expenditures to achieve financial targets.
  • Identify and develop growth opportunities, including state and federal funding avenues, to expand CERT’s market presence and drive revenue growth within the state.
  • Build and maintain strong relationships with clients, industry associations, government bodies and stakeholders, to foster long-term partnerships.
  • Strategically manage personnel and resources to optimise productivity and recruit high-calibre talent to support the unit’s operational needs and growth objectives.
  • Ensure training delivery aligns with EGN, ASQA, and regulatory standards, and maintain accurate documentation for accreditation.

To be successful in this role, you will have the following:

  • Strong background in vocational education and training (VET) particularly within rail or related industries.
  • In-depth understanding of training funding, subsidies, and their management to support business growth.
  • Proven operational leadership, with the ability to motivate teams, drive performance, and meet strategic objectives.
  • Solid business acumen and business development skills to identify growth opportunities and enhance the organisation’s market position.
  • Experience in budgeting, reporting, and decision-making within a complex organisational framework.
  • Proficiency in risk and safety assessments, ensuring regulatory compliance and a safety-first culture.
  • Competency in Learning Management Systems (LMS), Microsoft Office Suite, and other business software.
  • Ability to lead and manage change.
  • Knowledge of contract labor, recruitment, apprenticeships, and traineeships for effective workforce planning.
  • Experience in business development including CRM software to manage client relationships, track opportunities, and drive sales growth.
  • Certificate IV in Training and Assessment or equivalent qualifications.
  • Familiarity with vocational education standards and regulations in Australia.
