Project Engineer in Ramstein-Miesenbach

BB&E team members provide Environmental Consulting, Facilities Engineering, and Program/Project Management Services to the Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Project Engineer to join our team, supporting the United States Air Forces in Europe-Air Forces Africa (U-A) Det 4 Civil Engineering Division (Det 4/CE) team onsite at Ramstein Air Base (AB), Germany.

• Job Duties & Responsibilities
• Provide weekly updates in the Det 4/CE Branch Share Point trackers.
• Verify and update monthly information on USAFE Share Point Sites.
• Complete daily acceptance, assigning and tracking of taskers’progress in the Task Management Tool (TMT).
• Complete real time updates and/or weekly review for project milestones in Nex Gen IT & future Project Management (PM) systems.
• Complete monthly data quality review/corrections in Nex Gen IT and future replacement PM software systems.
• Create and coordinate Design Instructions for assigned projects.
• Create and coordinate Authority to Advertise/Award Requests for assigned projects.
• Coordinate Congressional notification packages for assigned projects and besubmittedthrough the AFIMSC/Det 4 chain of command.
• Utilize and apply computer software including Microsoft Office (Excel, Word, and Power Point), Current Version of Autodesk Auto CAD, etc. to provide analysis, formatting, and automation to administrative, engineering, and construction-based workbooks/applications using Excel.
• Maintain and create Share Point content with emphasis on the ability tointerface withother Share Point sites, data, Excel applications.
• Create intuitive user graphical interfaces for both internal and public users
• Provide Monthly Line-Item Review Power Point charts for assigned projects to corresponding Geographical Separated Units and USAFE A4 for their review.
• Provide updates to Senior Advisory Group/Senior Executive Review Group assigned charts asrequired.
• Perform comprehensive technical compliance reviews of Request for Proposal (RFP) documents and design criteria.
• Perform an analysis of compliance with program approval documents and applicable program approval thresholds.
• Provide technical analysis of comments to assigned projects following participation in comment resolution meeting and root cause analysis for any acquisition failures back to the design agent, United States Army Corps of Engineers or Naval Facilities Engineering Systems Command, for each assigned project.
• Participate in Planning Charrettes and review of Planning Charrette Reports to include coordination with stakeholders and comment resolution.
• Develop DD1391 Processor System Programming Packages, to include coordination with stakeholders and comment resolution.
• Develop Design all aspects of MILCON RFP Packages to include coordination with stakeholders and comment resolution.
• Develop Closeout Documents including equipment, real property (DD Form 1354 Transfer and Acceptance of Do D Real Property)and financial reports.
• Utilize design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projectspertaining tofederal design and construction contracts.
• Apply a wide range of engineering or architectural theories, concepts, principles, practices, techniques, and methods to apply advanced concepts and principles to building design, construction processes, and project management.
• Apply commercial/industrial sustainable design and development project/program experience during the planning charrette and design process.
• Apply knowledge of facility and building systems- roofing, building envelope, interior construction, mechanical, electricaland plumbing, building automation, etc. during the planning charrette and design process.
• U. S. Citizenshipandan Active Do D Security clearanceisrequired
• Residency requirements: Subject to a Status of Forces Agreement (SOFA) or have a German residence permit at time of application
• Knowledge and Competencies
• Must haveknowledgeof Civil Engineering concepts, principles and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, portions of large complex projects.
• Must have knowledgeofengineeringand construction standards, methods, practices and techniques, materialsand equipment todeterminecompliance with federal, stateand local codes andregulations; standard contracting regulations, practicesand procedures.
• Federal design and construction contract experience.
• Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
• Software: Proficiencyusing MS Office software including Excel, Word, and Power Point.
• Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously.

Experience & Education

• Experience: Minimumeight(8) years of experiencerequired; Department of Defense (Do D), Military Construction (MILCON), or comparable Programs/Projects experience is required.
• Education: Minimum of a Bachelor’s of Sciencedegreein Engineering from an ABET – accredited university isrequired.
• Licenses, Certifications: Professional Engineer preferred, but not necessary.
