BACKGROUND
The Internal Displacement Monitoring Centre (IDMC) is the world’s definitive source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we have offered a rigorous, independent and trusted service to the international community. Our work informs policy and operational decisions that improve the lives of the millions of people living in internal displacement, or at risk of becoming displaced in the future.
With a team of almost 40 people in Geneva, we monitor more than 252 countries in the world for which we provide verified, consolidated and multi-sourced estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters. Our data and evidence are published on our website and via our Global Internal Displacement Database ( Our flagship report, the Global Report on Internal Displacement ( published every year in May, is the world reference on IDP statistics, featuring trends and thematic analyses, country and regional spotlights, including maps.
IDMC is looking for a senior research consultant to generate new insights into the duration of displacement and the investments required to advance solutions to displacement, contributing to informed decision-making in humanitarian preparedness and response.
CONSULTANCY OBJECTIVE
Working under the supervision of the Data Management and Risk Analysis Manager in the Data Management and Risk Analysis Hub, the consultant will undertake a full literature review. Using advanced Natural Language Processing techniques, IDMC staff will employ APIs to efficiently identify publications, enabling the senior researcher, accompanied by an IDMC data analyst, to annotate and categorize content from various sources, in English, French, and Spanish.
The consultant will be responsible for the analysis above and to produce a matrix (table) summarizing results. The consultant will develop a concise report, approximately 20 pages in length, presenting key findings on several research questions such as:
- How do social, economic, environmental and development factors influence the duration of disaster displacement linked with housing destruction?
- How does access to livelihoods or services impact the duration of displacement for affected populations?
- How do specific vulnerabilities for certain groups, such as islanders, women, or children, potentially influence the duration of their displacement?
- How do different hazard types interfere with the duration of displacement and the length of reconstruction?
- Building on the findings from this work, what are ways to advance solutions and reduce the duration of displacement in assessed contexts?
Additionally, the consultant will conduct interviews with partners to leverage their analyses on the topic, including durable solutions experts from the International Organization for Migration (IOM) and experts from the re-insurance sector.
CONSULTANCY TIME and IMPLEMENTATION TIMEFRAME
This is a consultancy of approximately Thirty (30) days over the course of eight (8) months from 1st April to 15th October 2024.
This is a home-based consultancy, with regular interactions through teleconferences and face-to-face meetings, at least once a month in the IDMC office located in Geneva, Switzerland.
Key Deliverables include:
- Development of a matrix of the result of the literature review.
- Conduct an in-depth review of at least two protracted IDP caseloads by disasters focused on unpacking the various durations of displacement linked with housing destruction and other overlapping factors.
- Development of a report approximately 20 pages in length, presenting key findings on the above-mentioned research questions.
- Support the enhancement of IDMCâs stock methodology to better estimate the duration of displacement linked to housing destruction, with a primary focus on disasters.
MANAGEMENT
The consultant will be line-managed by the Data Management and Risk Analysis Manager within the Data Management and Risk Analysis Hub.
BUDGET and REMUNERATION
Applicants are expected to provide a daily fee inclusive of all taxes and charges for this work.
SKILLS and QUALIFICATIONS
- Advanced university degree (PhD) in Social Anthropology, Sociology, Economics, Geography, Environmental Science or other related disciplines.
- More than 10 years of experience in Disaster Risk Reduction (DRR).
- Proven ability to research, write, and finalize key outputs in the fields of internal displacement and DRR.
- Excellent communication and writing skills in English, with other languages a strong asset for reading original sources, such as French and Spanish.
- Excellent problem-solving and analytical skills.
- Experience engaging with private sector companies.
- Ability to deliver according to agreed deadlines.
- The consultant must be a registered company or a sole trader as per requirements in country of residence.
- The consultant must be available immediately and a preference will be given to consultants living in the Greater Geneva area (including bordering France) to attend face-to-face meetings.
