Job Description and Duties

Under the general direction of the Principal Landscape Architect, Landscape Architecture Program (LAP), the incumbent is responsible for management of the office of roadside standards and procedures, research, and innovation for transportation system improvements including roadside rehabilitation, erosion control, roadside safety improvements, resource conservation, visual impact assessment, statewide guidance on landscape architecture, and roadside enhancement support work. The incumbent makes final decisions on complex issues related to the design and management of highway roadsides and must skillfully apply principles of strategic planning, value analysis, and quality improvement; and be able to facilitate development of alternatives through innovative thinking and inclusive participation.

The incumbent manages district support activities for the statewide Landscape Architecture Program through direct supervision of the Standards and Procedure Coordinators. The incumbent also provides close communication between Headquarters and the Districts regarding roadside design standards and procedures for program and project improvements, and inputs to other functional areas of the Department in support of Project Delivery. The incumbent manages the Division of Design's research and innovation program.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

This is a Caltrans Promotional examination.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:

Possession of a valid Certificate of Registration as a Landscape Architect issued by the California Board of Landscape Architects and

Either I

Two years of experience in the California state service performing the duties of a Senior Landscape Architect or Senior Landscape Architect, Caltrans.

Either II

Experience: Broad and extensive experience (more than five years) in the planning and design of landscape architectural projects, at least two years of which shall have been comparable in level of responsibility to a Senior Landscape Architect, Caltrans, in the California state service. and

Education: Equivalent to graduation from college with major work in landscape architecture. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer the eligibility to other departments. Candidates will be notified of their examination results.

Note: If using Out of Class (OOC) experience, you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination; however, official transcripts may be required prior to appointment.

The Statement of Qualifications must address the applicant’s qualifications relative to the following:

  1. Demonstrated understanding of the importance of meeting Caltrans’ goal to enhance Equity and livability; and demonstrated experience incorporating these into Caltrans practices.
  2. Demonstrated knowledge of or experience in research and innovation for transportation system improvements including but not limited to design for worker safety.
  3. Demonstrated ability to assess complex roadside standards and procedure issues, evaluate risks, identify alternatives, negotiate outcomes, and develop and implement an effective course of action.
  4. Demonstrated ability to effectively organize and lead multi-disciplinary teams internally and externally.
  5. Demonstrated ability and experience to initiate and maintain positive working relationships using tact and diplomacy, with Caltrans management.
