Junior Desk Officer Country Office Management Team (m/f/d)

CARE Deutschland with its Country Office Management Team (COMT) is looking for a full time Junior Desk Officer (Junior Referent:in COMT). The position is based in our office in Bonn and the contract is initially limited to 1 year.

The Junior Desk Officer plays a key role in supporting the Country Office Management Team (COMT) in ensuring efficient and effective portfolio, contract and program cycle management across all CARE Germany led Country Offices (Ukraine, Balkans, Libya, Iraq).

The role focuses on:

  • Assisting in the project Cycle Management, mainly the development of high-quality, impact-driven program reports
  • Supporting donor compliance throughout project implementation and contract design
  • Providing knowledge management support to desk officers within the COMT
  • Providing the team support with administrative and organizational tasks
  • Contributing to fundraising efforts by providing quality products for impact, learning, fact sheets, assessments, etc.

The Junior Desk Officer collaborates closely with desk officers that are responsible for portfolio management, quality assurance, risk management, and portfolio development, as well as with colleagues working directly in the country offices.

In close coordination with the desk officers, the junior desk officer will contribute as follows:

  • PCM, including high-quality, impact-driven program reports:
    • Supporting desk officers in the monitoring of project implementation, project quality, and achievement of project objectives/indicators
    • Revision of reporting templates and coordination with country office
    • Support to the consolidation of project reports (content/language revision and translation of project reports)
    • Support coordination of technical and partner inputs of donor reports
    • Support preparation of project briefs, capacity statements
    • Support the desk officers in alternative fundraising opportunities incl. tenders
  • Donor compliance throughout project implementation and contract design:
    • Preparation of donor compliance briefs, summaries, and guidance notes
    • Support the drafting of Donor and Partnership Agreements
    • Prepare and/or support technical research
    • Preparation and monitoring of work plans and reporting schedules
  • Knowledge management support to desk officers within the COMT:
    • Updating of project management tools
    • Frequently updating all project folders with relevant communication and documents
    • Updating of hardcopy project master files
  • Administrative and organizational tasks:
    • Support organization of travel to and from country offices
    • Translation of relevant documents (German-English)
    • Preparation and follow-up of meetings, including taking minutes of meetings, workshops/trainings and trips
  • Support set-up of projects in ERM system

Minimum Requirements:

  • University degree in international development, humanitarian, international relations and conflict studies or another related field
  • At least 2 years of work experience in an NGO, international development or humanitarian sector
  • Experience in project cycle management in humanitarian or development sector
  • Exposure to donor regulations and compliance requirements
  • Strong analytical and logical structuring approach, highly organized and eager to approach new challenges
  • Experience working or studying abroad is of advantage
  • Able to work effectively and independently in an international team, requiring strong communication, organization & negotiation skills
  • Excellent English language skills, both written and oral; good German (B2); Ukrainian and/or Arabic as an asset
  • Ability to travel to CARE Country Office locations
  • Residence and work permit in Germany is required.
