The CSCSP supports the cantons regarding the training and continuing education of personnel, offers training opportunities to detainees and, through its technical expertise, practice-oriented analyses and networking work, contributes to the ongoing development and professionalisation of the Swiss field of detention and penal sanctions execution (EDSP).
Due to the retirement of the current Personnel Training Manager in the Field of Deprivation of Liberty, we are looking for, as of 1 April 2027 or a date to be agreed, a:
Personnel Training Manager in the Field of Deprivation of Liberty 80-100%,
Member of the Management Committee

Your tasks
- Management of the Personnel Training area in the field of deprivation of liberty, including operational responsibility - Advancing developments and driving dynamics in favour of programmes, training structures, teaching formats and digital training offers, to strengthen the EDSP field by preparing it for the future and meeting practical needs - Establishing and maintaining cooperation with training institutions and national partners; occasional collaboration with international specialised institutions - Participation in organising politically significant dialogues with cantons, the Confederation, specialised institutions and stakeholders, to coordinate training and development projects nationally - Managing a team of specialists and promoting a performance-oriented, team-spirited and future-focused organisational culture, in coordination with other areas - Technical preparation of topics for the Foundation Board and representation of the area within relevant specialised bodies - Participation in determining the overall strategic development of the organisation with the Management Committee
Your profile
- University degree (master’s or equivalent qualification) and post-master continuing education in the field of training or comparable tasks - Several years of management and leadership experience in a demanding environment - Experience with training issues, initial training systems or the design of training programmes - Inclination towards digital technology and experience with digital teaching formats - Knowledge of the Swiss EDSP system and its federalist structures, or willingness to familiarise yourself quickly - Experience in the public sector or in a semi-public or politically influenced environment - Experience in stakeholder management and cooperative networking - Ability to constructively reconcile different interests and develop viable solutions - Absolute integrity, strong communication skills and a reflective understanding of management - Very good knowledge of French and German and, preferably, knowledge of Italian

Your tasks
- Leadership of the Education for Penal Enforcement Staff area with operational responsibility - Further development and initiation of programmes, training structures, teaching formats and digital educational offers to strengthen penal enforcement in a practical and future-oriented manner - Building and maintaining cooperation with educational institutions and national partners; occasional collaboration with international specialised institutions - Shaping politically relevant dialogues with cantons, the federal government, specialised institutions and stakeholders to coordinate educational and development projects nationally - Leading a team of specialists and promoting a high-performing, team-oriented and future-focused organisational culture in coordination with other areas - Professional preparation of topics for the Foundation Board and representation of the area in relevant expert committees - Contributing to the strategic overall development of the organisation with the Executive Board
Your profile
- Completed university studies (master’s or equivalent qualification) and post-master level continuing education in the educational field or comparable tasks - Several years of leadership and management experience in a demanding environment - Experience in educational matters, training systems or the development of educational programmes - Digital affinity and experience with digital learning formats - Knowledge of the Swiss penal enforcement system and its federalist structures or willingness to familiarise yourself quickly - Experience in the public sector or in a semi-public or politically influenced environment - Experience in stakeholder management and cooperative networking - Ability to constructively reconcile different interests and develop sustainable solutions - High integrity, strong communication skills and a reflective leadership understanding - Very good German and French skills, Italian skills an advantage
