We are looking for an experienced Learning and Development Business Partner to join our HR Learning & Development team.
Following a recent team restructure, our L&D approach has shifted from a portfolio-based model towards two competency-driven streams: behavioural competencies and technical competencies.
In this role, you will play a key part in developing and driving our technical learning strategy, working closely with stakeholders to identify needs, unlock expertise, and deliver impactful learning solutions.
We are looking for someone with a true L&D mindset: someone who is curious about how people learn, creative in designing solutions, and motivated by building connections across the organisation.
You will have the autonomy to take ownership, bring fresh ideas, challenge existing approaches, and help shape the future of technical learning at CERN.

Functions
As a Learning & Development Business Partner, you will play a key role in developing and motivating staff and have the overall responsibility for the Technical/Technical Management Learning Competencies (approximately 250 sessions per year).
- Collecting, understanding, and analysing the technical/technical management training needs CERN-wide.
- Sourcing internal/external partners/training providers and ensuring implementation of training programmes (design, development and delivery).
- Responsible for the evolution of digital learning at CERN (coordinating the design and delivery of e-learning, focal point for digital partnerships).
- Evaluating and reporting on course content/training effectiveness by conducting feedback surveys, analysing data, and creating/presenting reports.
- Conducting a biennial ‘Departmental Learning Strategy’ (CERN-wide collection of learning needs) and reporting on needs and required actions.
- Responsible for the Training Centre and the related personnel.
- Coordinating and monitoring the relevant training budget.
- Keeping abreast of CERN’s scientific and technical challenges and liaising with CERN committees and experts.
- Contributing to the overall scope of the work of HR-LD (projects and policies).
- Supervising a team of four (contractors, staff, and a graduate).
- Communicating with internal stakeholders (CERN-wide learner community, Departmental Training Officers, CERN Learning Board) to present the portfolios and create engagement/motivation towards a culture of learning at CERN.
- Master's Degree or equivalent relevant experience in the field of HR/Learning and Development or a related field.
Experience
- Demonstrated knowledge of Learning Management Systems.
- Knowledge and experience of Oracle Fusion (or another HCM).
- Experience in the areas of physics or engineering is an advantage.
- Learning & Development: knowledge of development, coordination, and implementation of competency-based technical training solutions.
- Employee performance management: supervision of personnel.
- Use of office software packages.
- Project management: combined with strong analytical skills and the ability to understand highly specialised technical fields.
- Demonstrating Flexibility: adapting quickly and resourcefully to shifting priorities and requirements.
- Achieving Results: delivering high quality work on time and fulfilling expectations.
- Building Relationships: relating well to all people regardless of category/level within the Organization.
