Position Summary
We are seeking a senior IT Test Expert / Test Manager to lead and manage testing activities across IT projects and IT procedures. The role combines hands‑on test management leadership with deep specialization in test automation, load and performance testing, or accessibility testing, and includes responsibility for building and developing testing organizations and teams within a public‑sector or public‑administration IT environment.
Key Responsibilities
- Plan, design, or provide functional management for projects in test automation, load and performance testing, or accessibility testing
- Lead test management activities, including planning, control, coordination, and monitoring of testing activities across IT projects and IT procedures
- Provide functional leadership and coordination for one or more test teams
- Drive quality assurance, test management, and test execution for high‑traffic IT applications (1,000+ users) and public‑administration business applications, including e products
- Build, establish, or further develop a Shared Service Test Center or comparable central testing organization
- Set up, develop, or provide functional oversight of test automation frameworks, including Selenium/Selenide and Java-based automation
- Integrate automated tests into CI/CD pipelines using GitLab CI, Jenkins, or comparable technologies
- Provide functional management of load and performance testing projects, including hands‑on work with OpenText Enterprise Performance Engineering (formerly LoadRunner Enterprise)
- Oversee development, maintenance, and enhancement of C-language scripts or programs supporting test activities
- Conduct or oversee digital accessibility audits of business and web applications against WCAG and BITV standards
- Communicate and report at a professional level in German
Required Qualifications (Mandatory / Exclusion Criteria)
Candidates who cannot demonstrate the following will be excluded from consideration:
- Practical experience in the planning, design, or functional management of at least one (1) project in at least one specialized area: test automation, load and performance testing, or accessibility testing, within IT projects or IT procedures
Preferred Qualifications (Weighted Evaluation Criteria)
Beyond the mandatory requirements, candidates are evaluated and scored against the following criteria. Experience beyond each stated minimum is rated more favorably.
Test Management Leadership (B1)
At least 5 years of practical experience in test management, including planning, control, coordination, and monitoring of testing activities; additional years are rated more favorably.
Shared Service Test Center Experience (B2)
At least 3 years as a member of a Shared Service Test Center (or comparable, minimum 20 employees); additional years are rated more favorably.
Test Team Leadership (B3)
Functional leadership/management and coordination of at least 1 test team; leading additional test teams is rated more favorably.
High‑Traffic Application Experience (B4)
QA, test management, or test execution experience with at least 2 IT applications each having 1,000+ users; additional applications are rated more favorably.
Public‑Administration Application Experience (B5)
Experience with public‑administration business applications (federal, state, municipal), excluding e products; scored by number of applications.
e Product Experience (B6)
Experience with e products of the cross‑state e network; scored by number of products.
ISTQB Certifications (B7)
Additional certifications beyond ISTQB Certified Tester Foundation Level and ISTQB Certified Tester Advanced Level Test Manager (or equivalents) are rated more favorably.
German Language Proficiency (B8)
Minimum C1 level (CEFR) or equivalent required; C2 level or native‑speaker proficiency is rated more favorably.
Test Center Build‑Out (B9)
Experience setting up or further developing a Shared Service Test Center or comparable central testing organization.
Test Automation Framework Leadership (B10)
Experience setting up, developing, or functionally managing test automation frameworks; scored by number of frameworks.
Test Automation: Selenium/Selenide & Java (B11)
Practical experience automating tests with Selenium or Selenide and Java; scored by years of experience.
CI/CD Integration (B12)
Experience integrating automated tests into CI/CD pipelines using GitLab CI, Jenkins, or comparable technologies; scored by number of projects.
Load/Performance Testing Management (B13)
Functional management experience for load and performance testing projects; scored by number of projects.
Load & Performance Testing Tooling (B14)
Experience planning, executing, and evaluating load and performance tests using OpenText Enterprise Performance Engineering (formerly LoadRunner Enterprise); scored by years of experience.
C Programming Language (B15)
Experience developing, maintaining, or enhancing scripts or programs in C; scored by years of experience.
Digital Accessibility Testing (B16)
Experience conducting digital accessibility audits based on WCAG and BITV; scored by number of applications audited.
Language Requirements
German language proficiency at minimum level C1 (Common European Framework of Reference) or equivalent is required. Higher proficiency (C2 or native speaker) is viewed favorably.
Note: Exclusion criterion A1 (project planning/design/functional management experience in a specialized testing area) must be met; failure to meet it results in disqualification from further evaluation. Weighted criteria total 167% / max. 1,670 weighted points per the source scoring matrix.
