Your mission The Department of Social Cohesion (DCS) brings together fundamental public policies to preserve and develop harmony and balance within our society.
Through its determined action in the fields of culture, sport, integration, and inclusion, as well as through the social assistance benefits it manages and delivers, the DCS contributes to strengthening "living together" and avoiding breaches of the social contract that unites us.
It ensures the provision of various loans, subsidies, and benefits granted to individuals and families in need, as well as missions related to adult protection, advance and recovery of alimony, support for people with disabilities, seniors, and close caregivers.
It is also responsible for cantonal policies in culture, sport, integration, and combating discrimination.
Furthermore, the DCS is the reference department for subsidised public and private institutions that carry out a public utility mission in these areas.
Attached to the general secretariat of the Department of Social Cohesion, the DOSIL is seeking a director who will be a source of proposals for their hierarchy and who will lead a team of ten people.
By ensuring the interface between the department and the transversal State entities in charge of ISM, risk and quality management, logistics, and archives, he or she will contribute to the construction, performance, and evolution of the following services: Information organisation and security By supervising all related processes while ensuring information security and data protection; By proposing a prioritisation of resources to be made available to services; By providing constant support to management in accompanying various ongoing IT projects and deploying tools adapted to the evolution of their needs; By promoting innovation and optimisation of the department's IT tools.
Coordination of departmental logistics and archives By supervising the response to the logistical needs of the department's various entities; By supervising activities related to the filing plan and archiving of files; By being a source of proposals in these areas for efficiency purposes.
Departmental risk and quality management By supporting management in the implementation and maintenance of their QMS; By advising audited services in responding to recommendations and their implementation; By leading a crisis unit to ensure the delivery of services in emergency contexts; By supervising departmental risk management.
Strengthening support functions By fostering synergies with human resources and financial management, as well as with the general secretariat; By developing cross-cutting projects in favour of and supporting the department's entities.
Your profile You hold a university master’s degree or an equivalent qualification, complemented by managerial training (CAS in management or equivalent).
You have at least 5 years of professional experience in information systems and/or risk management.
You have proven experience in a leadership role, ideally within a complex organisation or public administration.
You possess a good understanding of strategic, organisational, and political issues, as well as a strong interest in change, innovation, and continuous improvement.
With excellent analytical, synthesis, and communication skills, you demonstrate rigour, autonomy, flexibility, and a developed sense of networking.
Your project and programme management skills enable you to lead cross-cutting approaches in diverse environments.
Recognised for your interpersonal skills, integrity, and sense of confidentiality, you adopt a management style that is both caring and demanding.
You have a sense of public service and ensure the preservation of the State’s interests.
