Role Overview

We are seeking a highly capable Programme & Operations Manager to lead the operational execution of one of DRC's key strategic accounts in Germany, a multi-year national grocery retail digitisation programme covering a 7,000+ store estate and scaling to up to 180 sites per month.

This role combines programme management, field operations leadership and technical delivery responsibility.

You will own regional and national programme execution from site readiness and capture planning through field delivery, data handover, quality management and the resolution of operational issues, ensuring work is delivered consistently, efficiently and with minimal disruption within live operational retail environments.

You will build and manage delivery capacity across Germany as the programme scales, including digital surveyors, project management and capture coordination resources, regional hub capacity, and potentially additional delivery partners.

You will also act as the senior operational and field-technical escalation point in Germany, working closely with DRC's central technical and production teams to maintain standards, identify systemic delivery challenges and evolve the operating model as capture methodologies and programme requirements develop.

Given the strategic importance of this account, the role will have significant visibility within DRC and will be critical to the success of our German operations.

Key Responsibilities

  • Programme Execution & Scale
  • Own regional and national programme execution for a key strategic DRC account, from site readiness and capture planning through field delivery, data handover, quality management and resolution of operational issues.
  • Manage a high-volume, geographically distributed national survey programme across a 7,000+ store grocery retail estate, scaling delivery capacity to support up to 180 sites per month while maintaining quality, control and service consistency.
  • Develop and continuously improve the processes, operating rhythms and controls required to move from an initial controlled phase to regional rollout and ultimately sustained, industrialised national delivery.
  • Build and manage dedicated programme capacity as demand scales, including digital surveyors, project management and capture coordination resources, regional hub capacity, and additional delivery partners where required.
  • Develop programme plans, delivery schedules, resource forecasts and risk mitigation strategies to ensure commitments are achieved on time and within scope.
  • Field Operations & Resource Planning
  • Own store and site scheduling, access coordination and field readiness across rolling programme waves, ensuring access, contacts and operating constraints are confirmed in advance, and survey activity is planned around client operational requirements.
  • Plan resources, territories and regional capacity to minimise travel, maximise surveyor utilisation and maintain sufficient dedicated capacity as national volumes ramp.
  • Manage equipment allocation, readiness, maintenance coordination and adherence to agreed capture methodologies.
  • Ensure field teams operate effectively within live retail environments, completing capture activity safely and with minimal disruption to stores, staff and customers.
  • Support the future transition between capture methodologies, equipment and workflows as the programme and DRC's technology evolve.
  • Quality, Data Handover & Performance
  • Maintain consistent capture and quality standards across thousands of locations throughout a multi-year national rollout.
  • Manage the hand-off from field capture into DRC's central processing and production operation, ensuring data is complete, compliant and ready for downstream delivery.
  • Monitor and report operational KPIs including sites completed, productivity, surveyor utilisation, first-time-right rate, failed captures and rescans, backlog and delivery SLA performance.
  • Identify root causes and systemic delivery problems, implementing scalable corrective actions rather than resolving issues only on a site-by-site basis.
  • Drive continuous improvement in delivery processes, quality controls, tools and operational standards using performance data and field feedback.
  • Leadership, Technical Escalation & Stakeholder Coordination
  • Lead, support and develop a geographically distributed team of digital surveyors and other operational delivery resources.
  • Act as the senior operational and field-technical escalation point in Germany, working closely with DRC's central technical and production teams.
  • Coordinate closely with client stakeholders, the Strategic Account Manager, DRC leadership and central delivery teams to align operational capability with programme requirements, recognising that delivery performance on this programme directly supports one of DRC's key strategic enterprise relationships and broader growth in Germany.
  • Provide clear programme updates, performance reporting, risks, dependencies and escalation to relevant internal and client stakeholders.
  • Proactively identify capacity constraints, technical risks and operational dependencies, taking action before they impact delivery or client experience.

Requirements

  • Proven experience in programme management, technical operations or operational delivery leadership within a high-volume, geographically distributed, multi-site environment, with national-scale programme experience strongly preferred.
  • Demonstrated experience managing geographically distributed field teams and scaling delivery capacity from an initial or regional rollout into sustained high-volume operations.
  • Strong project and resource management capability, including scheduling, territory planning, utilisation management, risk management and delivery forecasting.
  • Strong technical understanding of field capture operations, equipment readiness, capture methodology, quality control and data handover processes.
  • Experience using operational KPIs and performance data to identify trends, resolve root causes and improve delivery at scale.
  • Strong organisational and problem-solving skills, with the ability to manage multiple priorities and make sound decisions in a fast-moving operational environment.
  • Comfortable operating both strategically and hands-on, from programme planning and process design through to resolving field delivery challenges.
  • Native-level German proficiency is essential, alongside strong professional English, with the ability to communicate credibly and coordinate effectively across client, field, technical and production stakeholders.
  • Experience in digital surveying, geospatial technology, point-cloud capture, construction technology or similar technical environments is highly advantageous.
