Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.

AUSSERBETRIEBLICHE Bewerber, die in Deutschland wohnhaft sind. / EXTERNAL Local National Applicants, who reside in Germany.

• Performs complex electrical and electronic diagnostic tests on fiber optic and copper transmission lines using specialized TMDE (e.g., OTDR, fusion splicers, echoscopes). Measures circuit quality (attenuation, SNR, resistance) to localize faults and instructs repair personnel on corrective actions.
• Conducts pre-installation, intermediate, and final acceptance testing for telecommunications facilities. Prepares, analyzes, and updates circuit diagrams, cable plans, overlays, and comprehensive test records.
• Instructs and trains assigned personnel on technical job specifications, mission orders, safety regulations, and operating standards while delivering on-the-job training.
• Serves as needed as a cable splicer or wire installer, performs organizational maintenance on assigned tools/equipment, and makes operational decisions balancing mission requirements, costs, and standards.
• Coordinates technical operations and resolves site issues with local DPW, Network Operations and Security Centers (NOSC), Network Service Centers (NSC), and external commercial network providers (e.g., Deutsche Telekom).
• Conducts technical inspections to ensure compliance with directives, updates Cable Distribution System (CDS) drawings/blueprints, and reports complex policy issues to leadership.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Basic Requirement for External Placement

MINIMUM completed apprenticeship in Telecommunications (Fernmeldeanlagentechnik, Fernmeldetechnik, Elektronik fuer Informations- u. Kommunikationstechnik, Systemtechnik, Fernmeldehandwerk, oder ähnlichen Berufen) PLUS 2 years experience at the journeyman level

ZB-06

For Internal Placement

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Basic Requirement for External Placement

MINIMUM completed apprenticeship in Telecommunications (Fernmeldeanlagentechnik, Fernmeldetechnik, Elektronik fuer Informations- u. Kommunikationstechnik, Systemtechnik, Fernmeldehandwerk, oder ähnlichen Berufen) PLUS 3 years job related experience; at least one year of the experience must be compare to the level of difficulty of the work at the ZB-5 or equivalent.

These are two permanent full time positions (38.5 hrs/week).

Position may be filled at the ZB-05 or at the full performance level ZB-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
• English Language Proficiency level B1 required AND German Language Proficiency level B2 required.
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
• On-Call duty required.
