Personalreferent/in (m/w/d)

• Advises regional leadership on host-nation human resources programs, including job classification, staffing, and employee relations.
• Serves as the principal advisor on German labor law, collective bargaining agreements, and legal employee representation standards.
• Resolves complex personnel and labor challenges by reviewing site operations, analyzing local laws, and developing regional policy guidance.
• Supports command representation in labor disputes, including German labor court hearings and consultations with regional works councils.
• Prepares formal responses and reports for command briefings, national audits, and government inquiries regarding civilian workforce management.
• Evaluates regional political developments and risks to build host-nation support and minimize public opposition to military activities.
• Coordinates official relations with host-nation governments, liaising with European civic leaders and participating in bilateral partner committees.

Position may be filled at the C-6A, C-07, C-7A or at the full performance level, C-08. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

Realschulabschluss PLUS completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation;

PLUS 3 years of job related experience as defined below.

Realschulabschluss PLUS completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation;

PLUS 4 years of job related experience as defined below.

Realschulabschluss PLUS completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation;

PLUS 5 years of job related experience as defined below.

Realschulabschluss PLUS completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation;

PLUS 6 years of job related experience as defined below.

Current employees in the 201 occupational series may be placed at the same or lower grade into any other functional specialties up to and including the C-7 grade level.

Current employees in a related occupation, e.g., 0560 Budget, 0343 Management and Program Analysts, etc., may be placed at the same or lower grade into any functional specialty in the 201 occupational series up to and including the C-6a grade level.

For promotions within or into the 201 occupational series, new qualification standards stated herein must be met.

Job related experience:

Experience that provided knowledge of human resources principles, practices and procedures in any existing area of specialization or in any combination thereof. The applicant must demonstrate possession of specific knowledge, skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. One year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy and must be in the same or directly related area of specialization that is required in the position to be filled.

• Temporary duty travel (TDY) required.
• English language proficiency level AND German language proficiency level C2 required.
• Office automation skills required.
