Role Overview

The NATO Integrated Mission Services Centre (NIMSC) is seeking a single specialist to deliver Routing and Switching Level 3 Engineering support for the NATO Security Assistance and Training for Ukraine (NSATU) mission. The selected professional will provide continuous, high‑availability support for NSATU’s NATO Enterprise Architecture (EA), Deployable CIS (DCIS), and Wireless Communications services at the NSATU headquarters in Wiesbaden and affiliated nodes across Germany, Poland, Romania and Slovakia.

Scope of Work

  • Deliver routing and switching operations and maintenance (O&M) for NSATU NATO CIS services and architecture.
  • Provide continuous monitoring, fault diagnosis, preventive maintenance and change execution in line with NATO processes.
  • Maintain system documentation, backing up and restoring data systems, and coordinate with stakeholder teams to ensure service continuity.
  • Support incident, change and release management activities and contribute to monthly service performance reporting.

Responsibilities

  • Perform 3rd‑level technical support for NSATU network services and associated data management.
  • Diagnose and troubleshoot faults using the IT and Data Management Services Management System.
  • Execute routine maintenance and infrastructure supervision.
  • Maintain and update system documentation to reflect configurations and procedures.
  • Validate backup and restore operations for IT devices.
  • Provide remote support as required to sustain service availability.
  • Coordinate with internal and external stakeholders on maintenance and support activities.
  • Execute incident, change and release management processes per NATO ITSM standards.

Service Reporting

  • Produce monthly Service Performance Reports including KPI performance, incident summaries, service availability, root‑cause analysis, and planned corrective actions.
  • Deliver incident reports with initial notifications, status updates and post‑incident analyses for high‑priority incidents.
  • Provide KPI measurement data, breach identification and calculation of service credits.
  • Submit operational dashboards when applicable, showing status, incidents and performance trends.
  • Submit all reports no later than the fifth working day following the reporting period.

Service Governance Model

  • Operational Level – day‑to‑day engineering management, incident review, coordination and release planning.
  • Service Review Level – monthly KPI review, report validation and issue tracking.

Continuous Service Improvement

  • Identify improvement opportunities, propose corrective actions and track their completion.
  • Document and report improvement actions monthly at governance meetings.

Security Clearance

All personnel must hold a valid NATO COSMIC TOP SECRET clearance. NATO SECRET clearance is acceptable with COSMIC TOP SECRET in process and to be obtained within the first year of the Statement of Work.

Working Provisions

  • Place of performance: NSATU Headquarters, Wiesbaden, Germany.
  • Hours: Monday to Friday 08:00–18:00; night, weekend and on‑call work required as per operational need and included in the contract price.
  • Travel: Up to ten trips per year to NSATU functional locations and NCIA sites in Belgium and the Netherlands; travel costs included in contract price.

Key Performance Indicators (KPIs)

  • Mean Time to Intervene (MTTI): 90 % of incidents meet thresholds.
  • Mean Time to Restore (MTTR): 90 % of incidents meet thresholds.
  • Maximum Restoration Time (MRT): 90 % of incidents meet thresholds.
  • Reporting Timeliness: all monthly reports submitted on time.

Payment and Adjustments

The contract is based on a fixed monthly service fee. Payment is adjusted by applying service credits for any KPI non‑compliance, with a maximum credit of 10 % of the monthly fee.

Period of Performance

Year 1 (Base Period): September 1 2026 – December 31 2026. Optional Year 2 and Year 3 (each one year) may be exercised after the base period.

Replacement

Replacement of the assigned specialist requires prior written approval and must meet or exceed the original qualifications. Replacement is undertaken at no additional cost.

Qualifications

  • Advanced technical expertise in routing, switching and network operations.
  • Demonstrated experience in Level 3 support roles.
  • Strong communication and coordination skills.
  • Required security clearance as described above.
