In this dynamic and constantly evolving context, the Infrastructure, Security and Operations Domain (DSE) is seeking a Head of Service to lead the Infrastructure Service (INFRA), responsible for the PPM of projects.
The Vice-Presidency for Operations (VPO) ensures the smooth running of the various EPFL campuses. This notably includes the management of catering, human resources, information systems, security and site operations, as well as the development and construction of its infrastructures. Its objective is to develop the potential of its collaborators and to deploy and operate smart and sustainable campuses, where the exchange of ideas with users is part of its values.
To successfully carry out these missions, the VPO relies in particular on the Infrastructure, Security and Operations Domain (DSE), which ensures the daily operation, security and development of the campus infrastructures. It is within this domain that the Head of the Infrastructure Service manages all renovation, transformation and campus development projects and carries the portfolio of transformation and construction projects (PPM). They guarantee efficient, compliant and sustainable infrastructures, serving the School's missions of teaching, research and innovation.
Responsible for leading three units (Development Project Unit, Energy Project Unit and Safety Compliance Office) and a service of around 30 collaborators, they ensure the prioritisation and management of projects, the handling of intervention requests, the energy monitoring of infrastructures as well as compliance with standards and directives, particularly in fire protection.
In close collaboration with the Operations Service, the Safety and Health Service, the Domain Management and internal and external partners, they contribute to an overall vision of infrastructures, from planning to implementation.
Main tasks and responsibilities
- Strategic and operational leadership of the Infrastructure Service, its three units and approximately 30 collaborators. - Management of the project portfolio (PPM): prioritisation, planning, arbitration, monitoring and reporting to Management. - Supervision of the management and execution of renovation, transformation and development projects, as well as maintenance projects for premises. - Support for project managers and Operations in improving and optimising technical infrastructures, management and energy monitoring of buildings. - Leadership of the Safety Compliance Office: quality responsibility in fire protection, advice and support on installation safety, compliance with standards and directives in transformation and construction projects. - Development of standardisation, process standardisation and business processes of the service, with the support of the deputy and quality manager. - Management of contractors and companies: calls for tenders, compliance with applicable laws and public procurement directives, monitoring of contractual commitments. - Preparation and presentation of budgets, accounts and service indicators. - Supervision, development and support of unit managers and teams.
Profile
- Higher education (EPF, HES or university) in engineering, architecture or related field, ideally complemented by training in project management or management. - Proven experience in managing construction, renovation or infrastructure projects, ideally within a large organisation or public institution. - Demonstrated experience in project portfolio management (PPM) and budget control. - Successful experience in leading multidisciplinary teams. - Good knowledge of public procurement and contractual monitoring of contractors and companies. - Mastery of standards and directives applicable to construction and installation safety (SIA, AEAI). - Organisational skills for services (strategic, contractual and operational), rigour and synthesis ability. - Ease in communication and cross-functional collaboration. - Fluency in French and English, German is an asset.
