In this dynamic and constantly evolving context, the Infrastructure, Security and Operations Domain (DSE) is seeking a Head of Service to lead the Security and Health Service (SESA).
The Vice-Presidency for Operations (VPO) ensures the smooth running of the various EPFL campuses. This notably includes the management of catering, human resources, information systems, security and site operations, as well as the development and construction of its infrastructures. Its objective is to develop the potential of its collaborators and to deploy and operate smart and sustainable campuses, where the exchange of ideas with users is part of its values.
To carry out these missions, the VPO relies in particular on the Infrastructure, Security and Operations Domain (DSE), which ensures the daily operation, security and development of the campus infrastructures. It is within this domain that the Head of the Security and Health Service (SESA) leads the service bringing together, under one management, safety, occupational safety, emergency intervention and health for the entire EPFL community. They define and implement an integrated security and health strategy, aligned with institutional objectives and the legal framework.
Relying on four units and around 40 collaborators, they guarantee the preparation and management of emergency situations, compliance with occupational safety and health rules, operational infrastructure security, personal security, as well as the health of the EPFL community.
In close collaboration with other domain services, partner authorities and the EPFL community, they develop participatory governance and quality dialogue.
Main tasks and responsibilities
- Contribute to achieving the Domain's objectives and ensure the implementation of EPFL's culture by planning activities, organising their execution and motivating the service's collaborators. - Ensure the strategic and operational management of the service, relying on its four units and around 40 collaborators. - Define and implement the School's security, safety and health strategy, in line with the legal framework and applicable directives. - Ensure the implementation and continuity of occupational safety and health, safety (access control, site surveillance, personal protection), event security and fire protection measures. - Lead preparation and coordination in crisis situations: emergency plans, evacuation drills, alarm management centre, coordination with authorities and emergency partners. - Provide specialist assistance during incidents occurring on EPFL sites. - Supervise occupational health and safety: risk assessment, accident prevention, monitoring working conditions, regulatory compliance and training. - Ensure the development and management of EPFL's prevention and health concept. - Lead the Health Unit: occupational health, health reception, prevention campaigns, workplace hygiene and medical supervision of emergency responders. - Develop cohesion and synergies between the service's units. - Manage the service's human and financial resources, including supervision of the safety coordinators network (COSEC), first aiders network and volunteer firefighters. - Propose processes and information systems to the Domain Management to simplify, streamline, secure and digitalise interactions between researchers, students, EPFL staff and the service. - Develop participatory governance and quality dialogue with various internal and external stakeholders. - Establish and present the service's budgets, accounts and indicators. - Supervise, develop and support unit managers and teams.
Profile
- Scientific or engineering education, with proven experience in occupational safety and/or health (certification an asset), or equivalent experience. - Experience in team management, certified management training an asset. - Proven experience in leading security, safety or occupational health entities, ideally in an institutional or academic environment. - Experience in emergency and crisis management, as well as coordination with authorities and emergency partners. - Strong knowledge of the Swiss legal framework regarding occupational safety and health and risk management knowledge. - Project management skills. - Interest in the fields of education, research and innovation. - Social and communication skills to interact effectively internally and externally. - Strong service orientation and cross-functional collaboration, ability to find solutions and manage multiple priorities under pressure with a wide range of stakeholders. - Demonstrated interest in community health approaches and occupational medicine, an asset. - Fluency in French and English, German an asset.
