Who are we?
The Social Welfare Service (SPS) supports and coordinates the implementation of policies relating to people with disabilities and seniors. It plans the provision of services and manages the financing and supervision of specialised institutions under its responsibility.
It plans the needs for places in medico-social institutions (EMS), the needs for home care and assistance, and grants subsidies to people who cannot finance their stay in EMS. It is also responsible for financing the residual costs of care.

Your missions
As head of the long-term care section, you are responsible for its operational, financial and strategic management. In this context, you collaborate with medico-social networks, long-term care in EMS and at home, as well as with the main stakeholders in the field, other cantons and the Confederation. You are in charge of planning long-term care for the canton of Fribourg and ensure, through efficient management of public resources, the financing of EMS and home care.
We are looking for a committed and communicative personality for this position, fully aware of current cantonal and federal issues. You have very good knowledge of the Fribourg network. You also have the ability to understand complex situations through your keen analytical skills.
Desired profile
- Master’s degree in economics or equivalent training - Additional training in finance, management and/or project management - Several years of experience in the health sector and knowledge of the Fribourg health system - Proven experience in project management and leadership - Team management, communication and negotiation skills - Critical thinking, organisational skills and sense of responsibility - Fluency in German or French, with very good knowledge of the partner language
