Municipal and Regional Development Specialist: Kyiv, Ukraine The European Investment Bank (EIB) is the European Union’s bank. This is a full-time position. This is a 3-year fixed term contract based in the EIB Office in Kyiv, Ukraine. Purpose The Municipal and Regional Development Specialist will contribute to the EIB’s activities in Ukraine and, where required, in other countries covered by the EIB’s Eastern Neighbourhood operations.
You will contribute to the identification, appraisal, implementation monitoring and advisory support of investment projects in the fields of municipal infrastructure and broader urban and regional development – including social infrastructure (in particular social & affordable housing and education), urban mobility, solid waste, water and wastewater, as well as public buildings.
You will support the EIB’s growing role in Ukraine’s recovery and reconstruction efforts, with particular focus on strengthening local service delivery, improving municipal infrastructure, enhancing housing conditions, enhancing education, urban mobility and solid waste, supporting regional cohesion and promoting resilient and inclusive urban development.
Operating Network As a Municipal Infrastructure and Regional Development Specialist, you will be based in the EIB Regional Office in Kyiv and will report functionally to the Head of Division of the Regional Development Division of the Housing, Cities and Regions Department of the Projects Directorate in Luxembourg. For administrative and institutional matters, the Specialist will report to the Head of the Kyiv Office.
You will work in close contact with other teams across the EIB – primarily the Divisions in the Housing Cities and Regions department, as well as other teams in the Projects Directorate, EIB Global, PMM, and other relevant services – while maintaining close interaction with Ukrainian national authorities, regional and local governments, municipal utilities, international partners and technical assistance providers.
Under the supervision of Luxembourg-based project teams, you will contribute throughout the project cycle, including project identification, screening, appraisal, implementation monitoring, technical assistance management and policy dialogue.
You should be prepared to travel extensively within Ukraine and, where necessary, to other countries in the region and to EIB Headquarters in Luxembourg.
Accountabilities
Assist in the identification, screening and prioritisation of municipal infrastructure, housing, education, urban mobility, solid waste, urban and regional development projects suitable for EIB financing.
Appraise project eligibility, readiness and compliance with EIB requirements, including procurement, environmental, social, gender, climate and sustainability aspects.
Analyse technical, institutional, financial and implementation aspects of projects, including feasibility studies, investment plans, affordability, operation and maintenance arrangements.
Monitor the implementation of approved operations, including procurement processes, project implementation processes, implementation risks and disbursement readiness.
Interact with project promoters, national authorities, local governments, municipal utilities, co-financiers and technical assistance providers, and prepare meeting reports as required.
Support promoters and implementing agencies in meeting their reporting and compliance obligations towards the EIB.
Initiate, plan and manage Technical Assistance assignments supporting project preparation, implementation support, capacity building, pipeline development and institutional strengthening.
Support EIB policy dialogue in Ukraine and prepare briefings on key issues and strategic developments relevant to the Bank. Follow developments in Ukraine’s municipal, housing, urban and regional development sectors, including decentralisation, local finance, territorial cohesion and reconstruction priorities.
Promote disaster risk management, preparedness, resilience and Build Back Better principles in EIB-financed projects.
Build and maintain relations in relevant areas of expertise with Ukrainian authorities, local governments, EU institutions, IFIs, donors, UN agencies and other development partners.
Represent the EIB at sector meetings, donor coordination platforms, conferences and technical working groups, including occasionally giving presentations.
Qualifications
University degree (minimum equivalent to a Bachelor's degree) in either engineering, economics, finance, urban planning, regional development, public administration, architecture or another relevant discipline.
Minimum of 5 years of relevant professional experience in municipal infrastructure, urban development, regional development, housing, public investment management, local government, utility services or related sectors.
Good understanding of the Ukrainian municipal sector and urban/regional development context, including a good understanding of local government framework, public investment management processes, decentralisation reforms and reconstruction priorities
Excellent knowledge of spoken and written English and Ukrainian.
Experience in the following areas would be considered an advantage
Screening, prioritising and monitoring multi-sector municipal investment pipelines, including assessment of project readiness, procurement status, implementation risks, and reporting obligations.
Preparation, appraisal, implementation or monitoring of infrastructure investment projects, preferably financed by International Financial Institutions, development partners or public sector institutions.
One or more of the following sectors: municipal and social infrastructure (experience with multi-sector investment programmes management or sector-level experience in water and wastewater, solid waste management, district heating, public buildings, housing, urban regeneration, urban mobility) or regional development.
Supporting public sector reforms, institutional capacity building, policy development or strategic planning.
Working with national authorities, local governments, municipal utilities, IFIs, EU institutions or international development organisations.
Familiarity with EU policies and standards relevant to regional development, territorial cohesion, municipal infrastructure and Ukraine's EU accession process.
