We are looking for an engaged Competence Development Manager who brings solid expertise and a passion for FSC’s mission, to work with us in a multinational environment.
The Competence Development Manager leads the design, implementation, and continuous improvement of a structured competence development approach within the Policy &P unit. The role ensures that staff, working groups, and relevant stakeholders have the knowledge, skills, and tools required to effectively develop, interpret, and implement FSC normative requirements.
The position focuses on learning and development, competence verification, knowledge management, and the integration of competence development into core P&P processes to support quality, consistency, and organizational effectiveness.
Main Roles & Responsibilities
- Develop, implement, and continuously improve a structured competence development framework for P&P.
- Design practical qualification, learning assessment, and competence verification approaches aligned with FSC procedures and quality requirements.
- Create and maintain engaging training materials, e-learning modules, guidance documents, and toolkits.
- Coordinate and support onboarding, training delivery, workshops, and learning sessions for staff and working groups.
- Integrate competence development into normative development, quality management, and implementation processes.
- Partner with process owners and subject matter experts to identify competence needs and develop practical learning solutions.
- Monitor the effectiveness of learning activities and drive continuous improvement based on feedback and evolving requirements.
- Develop and maintain assessment methods, including learning checks, knowledge tests, and feedback mechanisms.
- Maintain structured learning resources and support knowledge sharing through standardized approaches and repositories.
- Collaborate across FSC and contribute to scalable competence development solutions that support organizational performance and future growth.
Your profile
- Master's degree in Education, Learning & Development, Quality Management, Social Sciences, Business Administration, or a related field.
- Minimum 5 years of professional experience in learning and development, training, quality management, process development, or standards/certification systems.
- Proven experience designing training programs, learning materials, and practical assessment or knowledge verification approaches.
- Experience facilitating workshops, training sessions, and stakeholder learning initiatives.
- Strong project management, organizational, analytical, and problem-solving skills.
- Ability to translate complex technical or procedural topics into clear, practical guidance and learning solutions.
- Detail-oriented, proactive, structured, and solution-focused working style with a strong commitment to quality.
- Experience with MS Office 365 (particularly advanced MS Word) and familiarity with e-learning, assessment, or knowledge management platforms.
- Ability to work with data, evaluate learning effectiveness, and identify improvement opportunities.
- Excellent communication, presentation, facilitation, and stakeholder engagement skills; fluency in English required, with Spanish and/or French considered an asset.

The Fine Print
- Location: Bonn, Germany
- Working Hours: Full time - 40 hours per week.
- Duration of Employment: Temporary contract - 2 years (extension possible, subject to satisfactory performance)
- Starting Date: As soon as possible.
