The Commissioning Manager will lead and manage the end-to-end commissioning process for a large-scale data centre project, ensuring all systems are safely commissioned, fully documented and delivered in line with the Owner’s technical, quality, safety and programme requirements.
Key Responsibilities
- Develop, localise and deliver the project Commissioning Execution Plan, detailed commissioning schedule and phased handover strategy.
- Integrate commissioning activities and milestones into the overall project schedule.
- Coordinate all off-site and on-site commissioning activities across contractors, specialist package contractors, equipment manufacturers, vendors, integrators and the Commissioning Agent.
- Localise the Owner’s standard commissioning schedule, asset naming conventions, responsibility matrices, test plans and execution strategy for the project.
- Manage commissioning interfaces across mechanical, electrical, plumbing, fire protection, controls, communications and electronic security systems.
- Review commissioning procedures, technical submittals, SIL/HAZOP assessments, vendor documentation, as-built records, 3D models and system readiness before testing begins.
- Establish and maintain the commissionable asset register, commissioning checklists and progress-tracking matrix within BIM 360/Autodesk Construction Cloud.
- Plan and manage Factory Witness Tests and Integrator Witness Tests, attending critical off-site and on-site testing activities.
- Monitor system completion, performance testing, defects, risks and phased handovers, ensuring progress is consistent with the commissioning schedule.
- Ensure contractors, integrators and vendors understand the commissioning process and are appropriately trained, resourced and competent.
- Verify that commissioning requirements are included in procurement packages and that vendors comply with approved test plans and change-control requirements.
- Coordinate with statutory authorities to ensure testing and commissioning activities meet regulatory requirements and project milestones.
- Chair or attend commissioning meetings and provide clear weekly and monthly reports covering progress, risks, issues, resources and completion status.
- Provide the Owner’s Operations team with timely resource and participation requirements.
- Ensure commissioning activities comply with the Owner’s specifications, quality procedures, electrical-safety programme, energy-control requirements and site EHS management system.
- Ensure project-specific flushing plans, load-bank plans, logic diagrams and supporting commissioning documentation are approved, costed and incorporated into the programme.
Qualifications and Experience
- Significant experience leading commissioning on large-scale, technically complex construction projects, ideally mission-critical or data-centre developments.
- Strong knowledge of mechanical, electrical, controls and life-safety commissioning.
- Experience managing phased capacity handovers and integrated systems testing.
- Proven ability to coordinate multidisciplinary contractors, vendors, integrators and commissioning agents.
- Experience using BIM 360, Autodesk Construction Cloud or comparable commissioning and QA/QC systems.
- Strong understanding of commissioning schedules, asset tracking, test plans, technical documentation, quality management and safe systems of work.
- Excellent stakeholder-management, leadership, reporting and problem-solving skills.
