Global Technology Recruitment is supporting a major international semiconductor manufacturing organisation with the appointment of an experienced Environmental, Safety & Health (ESH) and Emergency Response Manager.
The position will take responsibility for environmental, safety, health, fire protection and emergency-response activities at a major manufacturing site in Dresden, ensuring regulatory compliance and supporting the transition from construction into full operational activity.
Key Responsibilities
- Lead and mentor the ESH and Emergency Response team
- Ensure alignment with corporate ESH policies, procedures and management systems
- Develop and implement effective ESH and emergency-response processes
- Implement new and revised federal, state and local ESH regulations and standards
- Ensure site compliance across environmental, occupational safety, health and fire-protection requirements
- Conduct and review ESH and emergency-response audits
- Develop corrective and preventative actions following audits, incidents and near-misses
- Review ESH incidents, abnormal events and near-miss cases
- Implement preventative measures to reduce operational and regulatory risk
- Develop and implement emergency-response and fire-prevention measures
- Work closely with internal corporate ESH teams and relevant external stakeholders
- Support regulatory and governmental engagement relating to ESH and fire-protection matters
The core responsibility is ensuring legal compliance and risk mitigation across ESH and emergency-response activities at the Dresden site.
Candidate Profile
• Bachelor's degree or higher in
- Occupational Safety
- Industrial Hygiene
- Environmental Science
- Chemistry
- Or a closely related discipline
- Minimum 8 years of professional experience within ESH, HSE, emergency response, fire protection or related functions
- Previous experience within semiconductor manufacturing, high-tech manufacturing or a large international industrial organisation would be highly advantageous
- Strong knowledge of occupational safety, environmental and fire-protection requirements
- Professional or nationally recognised certification in Safety, Hygiene, Environmental Management or Fire Protection would be advantageous
- Strong leadership and team-management capability
- Excellent communication and negotiation skills
- Strategic and analytical approach to problem-solving
- Highly organised and comfortable working in a complex project environment
- Professional fluency in German and English is required
- Good command of conversational Mandarin is required
The client specifically requires a minimum of eight years' relevant experience and strongly values semiconductor, high-tech manufacturing or international industrial experience.
Regulatory Experience
Candidates must have strong working knowledge of
- EU environmental, safety and health legislation
- German Federal ESH regulations
- Saxony state regulations
- Fire-protection requirements applicable to industrial sites in Dresden
- Relevant German government ESH and fire codes
- International fire standards such as FM and NFPA would be advantageous
Strong knowledge of EU, German Federal and Saxony regulations relating specifically to ESH and fire protection is an explicit requirement of the position.
- Management Systems & Standards
- Experience with relevant ESH management systems and ISO standards is required, including:

- Mandarin: Good command / conversational proficiency required
The Opportunity
This role offers the opportunity to take a senior ESH leadership position during a major industrial development project and play a key part in establishing the safety, environmental and emergency-response framework for a new advanced manufacturing operation.
A major focus will be ensuring effective ESH execution during the construction phase and supporting a seamless transition into the operational phase.
