Main Duties

Under the guidance of the Head of the EASI team, the incumbent will serve as a Programme Management Officer to be responsible for coordinating and supporting the team's workstream and activities including, but not limited to:

  • Programme planning
    • Developing actionable work plans and budgets that integrate applicable objectives, milestones, and deliverables across the EASI team's various workstreams and activities.
    • Tracking and reporting progress of delivery against the actionable work plans and budgets, and proactively highlighting issues, risks and areas requiring resolution, and/or re-planning while also providing corrective actions, if needed.
    • Ensuring the EASI team's workstream and activities are in accordance with the UNOPS/Stop TB Partnership Operational Instruction, Standard Operating Procedures, etc.
    • Enhancing and further developing the EASI team's planning and operations systems, processes, and tools based on best practices and latest approaches and technologies.
    • Proactively and systematically engaging with the applicable UNOPS/Stop TB Partnership teams.
  • Budget planning and financial management
    • Supporting the development of the EASI team's annual budget, including the team's quarterly commitments and expenditures forecasts.
    • Developing and implementing effective budget management controls, including the monitoring of any financial anomalies, unusual transactions, etc.
    • Coordinating and ensuring the timely payment disbursements to selected suppliers and sub grantees in accordance with the UNOPS/Stop TB Partnership policies and procedures.
    • Proactively and systematically engaging with the applicable UNOPS/Stop TB Partnership teams.
  • Contract and subgrant-making and management (external)
    • Coordinating the EASI team's contract and subgrant-making needs, managing and coordinating the procurement and call for proposal processes in accordance with the UNOPS/Stop TB Partnership policies and procedures, and keeping abreast of changes with these policies and procedures and ensuring the EASI team is updated accordingly.
    • Engaging with potential suppliers and/or subgrantees in the development, finalization, and implementation of contracts and/or subgrants.
    • Coordinating and monitoring contract and subgrant reporting deadlines and deliverables, including the submission of monthly, quarterly, and/or annual programmatic and/or financial reports in collaboration with the applicable UNOPS/Stop TB Partnership teams.
    • Participating in supplier and subgrantee related calls/meetings.
    • Proactively and systematically engaging with the applicable UNOPS/Stop TB Partnership teams.
  • Donor grant and financial management (internal)
    • Coordinating and monitoring donor agreement reporting deadlines and processes, including the preparation and submission of monthly, quarterly, and/or annual donor and/or financial reports in collaboration with the applicable UNOPS/Stop TB Partnership teams.
  • Impact of results
    • Increased resource mobilization and public-private sector partnership opportunities for the Stop TB Partnership, the organization's TB innovations work, particularly the RTC initiative, and the TB community-at-large.
    • Improved understanding of various user group's needs, wants, and preferences to introduce localized, integrated, and people-centered TB services and product innovations in TB affected countries.
    • Accelerated roll-out of localized, integrated, and people-centered TB services and product innovations in TB affected countries.
    • Optimal integration of localized, integrated, and people-centered TB services and product innovations into a TB affected countries' core health management information system.
    • Improved awareness, understanding, and credibility for the organization's TB innovations work, particularly the RTC initiative.

Requirements

  • Education:
    • Advanced university degree (master or equivalent) degree in Business Administration, Finance, Project Management or other relevant discipline is required.
    • University degree (bachelor or equivalent) degree with two (2) years of relevant professional experience may be accepted in lieu of an advanced university degree.
  • Experience:
    • Minimum two (2) years of relevant professional experience in project management, including in budgeting/financial management and operations/logistics, at either public sector organizations and/or private sector companies, is required.
    • Prior professional experience in programme and project management, including in budgeting/financial management and operations/logistics, within the context of the UN, would be desirable.
    • Prior professional experience in TB or global health would be desirable.
  • Language Requirements:
    • Fluency in English is required.
    • Fluency of another UN official language, particularly French, would be desirable.
