Organizational Context The post is located in the PCT Legal and User Support Section, PCT Legal and User Relations Division, PCT Legal and International Affairs Department, Patents and Technology Sector. The section provides legal advice to PCT users, implements regulatory changes, and conducts training activities.
Incumbent assists the Deputy Director in investigating and resolving PCT applications with legal or procedural issues, maintains case statistics, responds to queries, and supports outreach to increase awareness of the PCT system.
Duties and Responsibilities
Investigate, analyse and prepare decisions on PCT applications with legal or procedural problems.
Draft letters and memoranda to resolve issues raised by applicants, agents, and staff; prepare access‑to‑file requests and issue certified copies of documents.
Review and comment on PCT procedure‑related texts from other divisions.
Communicate with PCT Operations on procedural matters and propose data‑driven improvement plans.
Provide oral and written advice on the PCT procedure to applicants, agents and inventors.
Prepare draft revisions of PCT forms and assist Legal Officers with implementation of amendments.
Administer the “Basic PCT Distance Learning Course,” including translation into the ten PCT languages; coordinate with WIPO Academy and PCT Translation Section.
Lead outreach and promotional activities, including training sessions, webinars and stakeholder engagement.
Support data analytics initiatives by collecting and analysing user feedback and service metrics.
Promote customer‑focused service culture by identifying customer needs and recommending best practices.
Perform other related duties as required.
Requirements
Education (Essential) : First‑level university degree, preferably in law, natural sciences or engineering.
Experience (Essential) : Minimum three years of relevant professional experience, including experience with the PCT system.
Experience (Desirable) : Legal or paralegal role; data analysis; outreach activities.
Language (Essential) : Excellent written and spoken English.
Language (Desirable) : Good knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian, Spanish).
