User Rights is Germany's first independent dispute resolution body for social media platforms. It protects users' fundamental rights when content is wrongly blocked or prohibited content is not removed, and has already decided more than 10,000 disputes against platforms such as Meta, TikTok, LinkedIn and Pinterest across the EU and in several languages. The organisation is around 40 people, growing to over 50 by the end of the year, and is expanding into other EU countries. Its case processing runs on a proprietary platform featuring decision trees, AI-assisted review tools, and platform interfaces, developed partly with an external legal tech partner and partly in-house.
The role
This role sits within the team that maintains and develops the case-processing platform. You are not a case decision-maker and no legal degree is required. The legal input comes from the case-deciding team; your job is to translate rules and processes into clean technical structures, keep the platform running reliably, and drive its continuous improvement. The role is permanent and can be full-time (40 hours) or part-time (32 hours).
What you would do
- Act as the first point of contact for technical faults across the entire case decision process, from complaint receipt and data import through to decision generation.
- Identify friction points in the case decision workflow and translate them into concrete improvements: new or customised workflows, technical solutions and output formats.
- Supervise API connections with social media platforms, maintain existing integrations and connect new platforms to the case-processing system.
- Analyse operational data on case decision practice (volumes, constellations, delays) and develop solutions to make the process more efficient.
- Build and maintain the decision database, integrate data sources, detect duplicates and inconsistencies, and oversee case-related billing checks.
- Evaluate the quality of AI-assisted decision outputs on terms-and-conditions and legal violations, ensuring decisions meet high quality standards.
- Write clear requirements and acceptance criteria for the external legal tech partner, test new features, and support go-live and post-launch stability.
- Create the technical framework for expanding the platform to additional platforms and languages, and ensure ongoing compliance with legal requirements.
What they are looking for
- Hands-on experience building workflows, data models, interfaces and output formats with no-code/low-code platforms or comparable workflow tools.
- Technical skills covering SQL, JSON, XML and APIs, with a basic understanding of system architectures; Common Lisp is a bonus but not required.
- Ability to model complex rules into processes, data structures and query logic.
- Data analysis skills using Python, R or comparable tools, with the ability to explain results clearly.
- Experience writing specifications that an external development team can implement without follow-up questions, and conducting structured testing.
- Ability to evaluate language model outputs systematically using reference data and criteria; experience with prompt engineering or evaluation work is a plus.
- Ability to read and interpret complex texts precisely; a legal background is an advantage, as is experience in compliance, policy, trust-and-safety, technical standardisation or similar fields.
- Interest in the Digital Services Act (DSA) and content moderation.
- Very good German and English, at least C1 in both.
- Applications from legal tech, GovTech, product ops or data roles are expressly welcome.
Working arrangements
The role is hybrid: 2-3 days per week in the office in Kreuzberg, Berlin, with the remaining days working from home. Flexible working hours apply. Weekly working time is 32-40 hours.
Pay and benefits
- Salary of €60,000-€85,000 per year (full-time equivalent).
- 30 days of holiday (based on a 5-day week).
- "M Business" Urban Sports Club membership (after the probationary period).
- Flexible working hours.
