Your missions Reporting directly to the Deputy Director of ISO, you are responsible for managing the Human Resources Service composed of five units. Your main missions are as follows: Provide the necessary expertise to internal partners for user support in an innovative and efficient manner; Promote autonomy and accountability of unit managers and their teams while ensuring the security of business processes and contributing to risk management; Work closely with the AMIG and ASOC functions, as well as with external sector partners to develop effective collaborations that support the beneficiaries of Hg; Contribute to evolving the organisation’s practices and culture. Question the mode of service delivery which will lead to its resizing and adjustment; Collaborate and contribute to the creation of the Health-Social Service and support the change management of your teams attached to it; Manage the units of the Human Resources Service, namely: Investigations and Compliance, which controls the economic and social situation of Hg users, ensures the proper application of social support principles and the correct processing of files administratively and financially. Disputes and Overpayments, which covers amounts owed to Hg and supports staff in establishing reimbursement requests. Support, which assists AMIG, ASOC and ISO staff in their integration into the workplace and in carrying out their daily activities. Health Administration, which manages and coordinates the asylum health network (RSA), ensures the affiliation of Amig beneficiaries under LAMal and the proper granting of health expenses. This unit will be transferred to the Health-Social Service. Actions and Security, which ensures the compliance of social assistance files, risk management, and supports teams in improving processes and collaborations with partners (SCARPA, AI, SAM, Médident system, OCPM, OFP, etc.). Part of the services will be transferred to the Health-Social Service. Your main activities Adjust the strategic orientations, objectives and priorities of the service in view of the upcoming resizing; Ensure and support the implementation of adjustments; Develop management tools, dashboards and performance indicators to measure the effectiveness of the system and support decision-making; Enhance visibility of the services provided by the service; Supervise, motivate and support unit managers and their teams; Ensure coordination and cross-functionality between units and internal and external partners; Manage the administrative, budgetary and qualitative management of the service; Participate in the design and implementation of new projects; Represent the institution with partners and bodies related to your scope; Substitute for the Deputy Director during their absences across all activities. Qualifications
Your profile Bachelor’s degree from a University of Applied Sciences, university or recognised training, supplemented by management training; At least 5 years of proven experience in a managerial position in a socially oriented organisation; Solution and results-oriented; Ability to reconcile risk management, service quality, organisational efficiency and optimisation of human and financial resources; Recognised experience in organisation, process review, continuous simplification of work practices and global vision orientation; Good understanding of the Geneva legal and regulatory framework as well as the cantonal social assistance system; Strong leadership and ability to develop a long-term vision; Dynamic, pragmatic personality, known for consistency and sense of responsibility; Excellent interpersonal skills and communication abilities.
