The Head of Public Sector & Procurement Policy is a senior leadership role responsible for shaping and executing HP’s public sector and procurement policy strategy, with primary leadership responsibility across EMEA and broader contribution to global PSPP priorities, frameworks, and initiatives.
While the role maintains a strong regional mandate, it is also designed to drive cross-regional policy capabilities, thought leadership, and strategic initiatives that support HP’s global public sector growth agenda.
The role operates at the intersection of policy, sales enablement, and strategic market development, with a focus on defense and priority public sector segments, while helping build scalable approaches that can be replicated across regions.
A core element of the role is to:
Lead regional execution in EMEA, including EU-level engagement and priority markets
Contribute to global PSPP strategy, frameworks, and capability building
Support and help scale the Public Sector / Defense Center of Excellence (CoE)
Ensure alignment between policy positioning, regulatory developments, and commercial execution globally
The role ensures that HP:
Engages early in policy and procurement design
Positions itself as a trusted partner on cybersecurity, digital sovereignty, and secure supply chains
Anticipates and shapes regulatory, certification, and sovereignty requirements
Translates policy developments into repeatable, scalable business outcomes across markets
Key Responsibilities
1. Regional Leadership with Global Integration
Lead execution of HP’s public sector and procurement policy strategy across EMEA
Act as the primary PSPP point of leadership for EU institutions and key national markets
Provide selective support across other regions (e.g., APJ) where policy expertise or capacity is required
Ensure strong alignment between:
Regional execution
Global PSPP priorities
CoE workstreams and GTM strategy
2. Global Policy Frameworks & Functional Leadership
Contribute to the development of global PSPP frameworks, playbooks, and methodologies, including:
Procurement positioning strategies
Sovereignty and cybersecurity narratives
Policy-engagement models for priority markets
Lead or co-lead cross-regional initiatives in areas such as:
Digital sovereignty
Secure supply chains
Public procurement reform
Drive consistency and scalability of policy approaches across regions
3. Policy Leadership & Advocacy (EU + Global Relevance)
Lead HP’s engagement with:
EU institutions and policymakers
National ministries and procurement authorities
Industry associations and coalitions
Shape HP’s positions on:
Digital sovereignty and secure supply chains
Cybersecurity frameworks (e.g., NIS2 and related developments)
Public procurement frameworks and market access conditions
Ensure insights and positions are leveraged globally, not limited to EMEA
4. Strategic Enablement of Public Sector & Defense Sales
Act as a trusted advisor to sales leadership (regional and global)
Support complex opportunities by:
Translating policy into win strategies and deal positioning
Advising on procurement, compliance, sovereignty, and certification requirements
Enable early positioning in strategic programs and pre-tender engagement
5. Leadership Across Priority Markets & CoE Integration
Lead PSPP engagement for Wave 1 and Wave 2 priority countries in EMEA
Partner closely with:
Country GA&PP teams
Sales leadership
Play a leadership role in the Public Sector / Defense CoE, including:
Contributing to global market prioritization and deep dives
Embedding policy into GTM strategy and value propositions
Support the design and delivery of CoE methodologies and workshops, ensuring they are scalable globally
6. Standards, Certifications & Global Positioning
Identify and drive alignment on critical certifications and standards (e.g., ISO, NATO-related, national schemes)
Help define global positioning on compliance and certification strategy
Translate requirements into:
Product implications
Sales enablement
Market entry strategies
7. Ecosystem Engagement & Strategic Partnerships
Build senior relationships across:
Governments and procurement authorities
EU institutions
Defense ecosystem (integrators, primes, associations)
Position HP as a:
Trusted advisor in secure public sector IT
Key player in defense digitalization and cybersecurity
8. Strategic Market Intelligence & Thought Leadership
Provide forward-looking insights on:
Procurement reforms
Sovereignty and regulatory trends
Defense funding and policy shifts
Translate insights into:
Actionable recommendations for leadership
Reusable insights and frameworks for global teams
Contribute to HP’s thought leadership and external positioning globally
Profile Requirements
Experience
15+ years in:
Government affairs / public policy / EU policy
Public sector or defense environments
Proven track record of:
Influencing legislation and regulatory frameworks
Engaging senior policymakers
Supporting public sector business development
