This opportunity resides with All-Domain Operations (ADO) , a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Huntington Ingalls Industries (HII) Mission Technologies is seeking a CTO Technical Strategist in Ramstein, Germany to support our customer, the USAFE Chief Technology Officer (CTO) who develops technical strategies for the Chief of Staff (CoS), DCOM, COM, and senior United States Air Forces in Europe and Air Forces Africa (USAFE-AFAFRICA) leadership. The SME will support in the development, execution, and maintenance of a command-wide technology strategy. The CTO serves as the CoS’s technical authority and senior professional communications advisor and consultant and supports the 4-star USAFE-AFAFRICA Commander in his duties as lead integrator for the command. The position requires expertise in IT, cybersecurity, ISR operations, logistics, and coalition integration to meet mission-critical needs.

What You Will Do:

  • Serves as senior data and IT/Cyber technical advisor and consultant to the USAFE CTO, command leadership, and HQ staff.
  • Responsible for technical guidance and overarching technical oversight, data governance, and architectural alignment, including technical leadership and mentoring.
  • Analyze National, DoD, joint, NATO, and partner nation operations to identify and report on opportunities to leverage technology enhancements or identify emerging threats to existing capabilities.
  • Identify and prioritize critical business functions in collaboration with organizational stakeholders. Develop innovative solutions to complex problems and design architecture to align with existing technologies, networks, and capabilities.
  • Implement tech/data vision and mission; drive significant savings and return on investment through the transformation of USAFE-AFAFRICA (U-A) IT and data governance management activities.
  • Define and document how the implementation of a new system or new interfaces between systems impacts the security posture of the current environment.
  • Supports U-A CoS, HQ Staff, COO, CTO, and CIO at meetings, conferences and senior-level forums as an expert consultant and advisor on technology and data management issues/matters.

What We’re Looking For:

  • 9 years of relevant experience with a bachelor’s degree or higher in (systems) engineering, computer science, or related technical degree; 7 years of relevant experience with a Masters in a related field; 4 years of relevant experience with a PhD in a related field.
  • Operational IT and technology experience a must; understanding how technology supports OPs, Intel, and/or other functional domains.
  • Experienced in strategy to task development/execution, enterprise architecture, and project management.
  • Cybersecurity Baseline Certificate to perform cybersecurity functions IAW DoDD 8140.01.
  • Must possess and maintain a TS/SCI clearance.

Preferred Requirements

  • Enterprise Architect Certificate, FEAC Certification, and/or PMP certification are highly desired.
  • Experience with data and architecture design, development, and building, ISR systems and AI/ML analytics.
