Deputy Director, Global Health Value and Financing in Genève

ppThe Deputy Director, Global Health Value and Financing leads IFPMA’s policy and advocacy agenda on the health and economic value of medical innovation and health financing. Reporting to the Executive Director, Global Health, Access, and Financing, this role is key to IFPMA’s efforts to advance its strategies and policies that support patient access to innovative medicines. /ppCombining strategic capabilities with deep technical expertise, you will translate complex evidence into compelling policy positions, advocacy strategies, and stakeholder engagement plans. Working with public, international and financing organizations, technical experts and pharmaceutical industry leaders, you will help shape policy environments that recognize the value of medical innovation and enable health systems to respond to evolving health needs, improve patient outcomes, and contribute to economic growth and workforce productivity. /ppThis senior and highly visible role requires substantial experience in health economics, health financing, access policy, or related fields. The Deputy Director brings the expertise, credibility, and confidence to lead a strategic discipline, working groups, influence high-level policy developments and build partnerships that advance IFPMA’s strategies and mission to improve health globally through innovation. /ph3Key responsibilities /h3h3Lead global policy development and advocacy strategies on /h3ulliThe value of innovative medicines /liliInvestment in health for improved health outcomes, economic growth, and workforce productivity /liliSustainable healthcare financing, including increasing fiscal space for health, public and private healthcare financing, innovative financing approaches, resource allocation and efficiency /liliValuation of medical innovation, including Health Technology Assessment (HTA) and related methodologies /liliProcurement models for innovative medicines and medical technologies /liliUniversal Health Coverage (UHC) /li /ulh3by /h3ulliTranslating complex economic and policy evidence into clear advocacy narratives and recommendations /liliMonitoring emerging global policy developments and assessing implications for IFPMA members and strategy /liliAnticipating shifts in markets and health valuation approaches (such as technology assessment archetypes) and their potential impact on access /liliDrafting policy papers, consultation responses, briefing documents, talking points, and strategic recommendations /liliSteering the development of research, economic analyses, policy papers, and evidence packages supporting IFPMA positions /liliProviding analytical rigor and ensuring quality of externally commissioned work and consultant outputs /liliIdentifying evidence gaps and recommending research priorities to strengthen advocacy objectives /li /ulh3Program and project leadership /h3ulliLead policy and research projects, including management of consultants and external partners /liliConvene and provide secretariat support for the Value and Financing Working Group, related subgroups and committees as needed /liliDevelop annual workplans, objectives, key performance targets, and reporting mechanisms /liliMonitor progress against strategic objectives and provide recommendations to IFPMA and GHAF leadership /liliEnsure timely delivery of high-quality outputs /li /ulh3External representation and influence /h3ulliRepresent IFPMA in relevant global forums and policy discussions including: Economic institutions (e.g. OECD, World Economic Forum), Finance institutions (e.g. World Bank, multilateral development banks), Multilateral policy institutions (e.g. WHO, UN), Political groupings and bodies (e.g. G7, G20), Pharmaceutical industry associations (e.g. EFPIA, PhRMA) /liliBuild strategic relationships with governments, multilateral organizations, academia, thinktanks, and civil society organizations. /liliIdentify and develop opportunities for partnerships, coalitions, and joint initiatives. /li /ulh3Stakeholder and member coordination /h3ulliAlign member companies and associations around common policy positions and advocacy priorities /liliSupport development of multi-year ambitions, annual objectives, KPIs, and implementation plans. /liliCollaborate with member companies and sister associations to reflect their insights in global policy priorities and advocacy positions /li /ulh3Qualifications /h3ulliAdvanced university degree (Master’s degree or equivalent) in Health Economics, Economics, Public Health, Health Policy, Health Financing, Public Policy, or a related discipline. /liliMinimum 10 years of relevant experience in one or more of the following areas: Health economics, Value and access to medicines, Health financing, Pharmaceutical policy /liliDemonstrated experience developing policy positions and advocacy strategies /liliExperience operating successfully in global, multi-stakeholder environments and building trusted relationships across diverse stakeholder groups. /liliLeading multi-stakeholder projects to deliver policies, research and/or programs related to health, economics, financing, access, pharmaceutical policy, or valuation of innovation /li /ulh3Preferred /h3ulliExperience working within or with economic institutions (e.g. OECD, World Economic Forum), international finance institutions (e.g. World Bank, multilateral development banks), multilateral policy institutions (e.g. WHO, UN), political groupings and bodies (e.g. G7, G20), pharmaceutical companies or industry associations. /liliExperience supporting policy development in both HIC and LMICs /liliPublication or recognized thought leadership in health economics, financing, access, or pharmaceutical policy. /li /ulh3Functional and technical skills /h3ulliExperience with pharmaceutical innovation and access challenges, Health economics and outcomes research, Value assessment frameworks, Health financing, Budget impact and economic evaluation /liliStrong understanding of health, economic and societal value of innovative medicines, Health systems and health policy, Health technology assessment (HTA), Pricing and reimbursement systems, Universal Health Care (UHC) /liliProficient in translating technical evidence into policy recommendations and advocacy positions. /liliStrong analytical and strategic thinking capability. /liliSolve complex issues and identify
