About the Employer

Functioning as the main municipal client authority, this organization directs key civil engineering and urban mobility initiatives across the municipality. A team of roughly 50 specialists collaborates closely on site-bound development programs. The environment blends clear accountability with flat hierarchies, professional growth opportunities, and a shared dedication to improving public infrastructure.

Primary Responsibilities

  • Infrastructure Leadership: Lead the technical planning, coordination, and operational delivery of major road and transit networks within a flagship citywide infrastructure venture.
  • Traffic Stream Management: Design and deploy strategies to maintain seamless urban transit, utilizing a structured multi-zone traffic concept.
  • Principal Representation: Act as the direct representative for the project owner, overseeing on-site execution and safeguarding client interests across all build phases.
  • Contract & Subsidy Management: Audit specialized engineering invoices (in accordance with HOAI standards) and track official public funding allocations.
  • Regulatory Compliance: Manage approval workflows to secure all necessary statutory permits, authority sign-offs, and legal concessions.
  • Schedule & Milestone Oversight: Establish project schedules, define key performance indicators, control expenditure, and draft structured progress reports for stakeholders.

Desired Background & Competencies

  • Educational Foundation: University degree (Bachelor, Master, or Diplom) in Civil Engineering, Transport Engineering, or a matching field focused on highway engineering or traffic design.
  • Work Experience: At least 5 years spent planning and delivering public roadway, highway, or transit infrastructure projects.
  • Technical Knowledge: Strong command of relevant engineering norms, legal codes, and structured project management frameworks, alongside expertise in traffic stream regulation.
  • Preferred Capability: Familiarity with or a strong interest in Environment-Sensitive Traffic Management (UVM).
  • Language Proficiency: High-level operational command of German (C1 certificate or native speaker level).
  • Soft Skills: Persuasive communication, negotiation tact, high accountability, a structured approach to troubleshooting, and strong cross-functional collaboration.

What Makes This Role Attractive

  • Owner-Side Authority: Work from the decision-maker's perspective, guiding strategy and project direction rather than functioning as an external service provider.
  • High-Impact Local Presence: Drive a transformative public initiative that directly reshapes the regional transit landscape.
  • No Long-Distance Commuting: All construction sites are located within the immediate urban area, allowing effortless site visits without out-of-town travel.
  • Comprehensive Remuneration: Includes a full 13th-month salary bonus, an employer-funded pension scheme, 30 vacation days, and extra time off for special life events.
  • Workplace Adaptability: Enjoy a balanced work environment with flexible working hours outside core times and a option to work remotely up to two days a week.
  • Onboarding & Professional Growth: Seamless integration via a dedicated mentor, paired with an annual budget for continuous education, digital learning options, and career progression pathways.
  • Additional Perks: Subsidized local transit cards (Deutschlandticket), e-bike and bicycle leasing, reduced parking fees, access to shared fleet vehicles, and corporate discount platforms.
