Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 212723 (ILS) yearly.

Introduction

The ILO Representative Office in Jerusalem supports the Palestinian Ministry of Labour and social partners - the Palestinian General Federation of Trade Unions and the Federation of Palestinian Chambers of Commerce, Industry and Agriculture - in advancing decent work principles in tripartite social dialogue platforms, and the articulation of responsive and inclusive labour-related policy reforms in an environment that promotes economic and social development leading to decent work in conditions of freedom, equity, security, and human dignity.

The ILO is launching a new regional project with a component in Palestine, with funding from the European Commission, on Youth NEETs (Not in Education, Employment or Training) in Southern Neighbourhood Countries. The project will pilot new and innovative policy approaches for identifying, reaching out and providing services in the realm of employment and training to the underserved population of youth NEETs in the MENA region. This will be achieved through the intermediate objective of making public policies and practices in targeted countries more effective and responsive to the needs of young NEETs.

Project Outcomes

  • Stakeholders contribute to the design of innovative and more effective policy approaches on education, training and employment targeting NEET youth.
  • Public employment services and other service providers prepare and improve resources to expand and tailor outreach and offer to youth NEET.
  • Local actors commit to pilot a youth NEET scheme customised to youth's profiles and needs.

Reporting Lines

The official will be responsible for supporting the planning and organizing of project activities that are related to the OPT in full coordination and based on agreed plan with the Chief Technical Advisor of the regional project, based in Rabat. She/he will work under the overall guidance of the Representative of the ILO Office in Jerusalem, the direct supervision of the Programme Analyst and in close coordination with the Senior Employment Policy Specialist in the Regional Office for Arab States. Supervision received is focused on the timeliness of process execution and the quality of outputs. The official will work with a moderate degree of independence. Work will be reviewed for correctness in the application of rules, regulations, policies, procedures, and guidelines.

The official will be based in Ramallah and will perform the following tasks:

Description of Duties

  • Design appropriate capacity development interventions, identify necessary resource people, collect data and develop progress and final reports against key set of well-defined indicators.
  • Monitor progress of ILO project activities and ensure consistency and completeness by reviewing, verifying, and analysing workplans, progress reports, final reports and other data for clarity, consistency, and completeness.
  • Coordinate the reporting and evaluation of work such as reporting on results on a periodic basis.
  • Provide programmatic and administrative support to the project including the drafting of necessary TORs, and activity concept notes.
  • Prepare briefs, periodical reports, and statistical data on the status of the project activities.
  • Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution.
  • Assist in the delivery of supporting documents for the implementation of activities in line with ILO financial rules and regulations and provide substantive support in the monitoring of resources of the project funds, preparation of budget estimates, expenditure forecasts and compare status of resources to planned activities while making recommendations to management for remedial action.
  • Participate in the organization of conferences, seminars, workshops, training sessions and meetings.
  • Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.
  • Propose and design visibility and communication material/products for the project.
  • Brief ILO specialists and provide relevant information on project-related matters.
  • Support the delivery of rapid assessments of tripartite partners and design of capacity building programmes including for provision of Public Employment Services.
  • Support the design and formulate implementation strategies for activation, placement, and training NEET youth.
  • Support the preparation of concept notes for resource mobilization in support of execution and upscaling of integrated local pilot programme.
  • Perform other duties as may be assigned by the supervisor.

Required Qualifications

Education

First level University degree in relevant field such as social studies, economics, development studies.

Experience

At least two years of professional experience at the national level in the relevant occupational area.

Languages

Excellent command of both Arabic and English.

Competencies

Knowledge of programme and budget, project administration and evaluation concepts and procedures. Knowledge of the mandate and structure of labour market institutions in OPT. Good knowledge of the context and challenges for the project areas of expertise. Strong project management and organizational skills. Good ability to interpret project information and to identify and analyze problems with implementation. Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills. Proficient in Microsoft Word, Power Point, Excel, web-browsers, and database applications.
