ORGANIZATIONAL CONTEXT AND JOB PURPOSE

INEOS Phenol is the world’s largest producer of phenol and acetone with an annual manufacturing capacity of over 3 million tonnes per year. How the Role fits In:

The dockman performs activities required in the loading/unloading of products, raw materials and process intermediate materials from maritime vessels. They are qualified to operate all equipment associated with the loading/unloading of barges and larger vessels. They are also qualified to perform general duties in loading/unloading of rail, movement of railcars, process units in support of production and other duties as assigned.

RESPONSIBILITIES AND ACCOUNTABILITIES

SHE Stewardship

  1. Maintain safety as the highest priority and abide by all INEOS safety policies and procedures.
  2. Understand and promote the INEOS “20 Principles of Safety”, assuring that others are aware of safe working practices and promote the safety concepts of “Coaching for Safety” and “Stop Work”.
  3. Promote safety and safe actions through communication such as discussing safety with employees/contractors before job tasks, during meetings, and as opportunities arise to promote safety to the fullest extent possible.
  4. Ensure compliance with all safety and environmental regulatory requirements and strive to meet internal SHE objectives.
  5. Complete training requirements as outlined in the annual training schedule.

Work Duties

  1. Serve as the Person-In-Charge, ensuring the safe transfer of products to and from vessels.
  2. Inspect vessels prior to transfer in order to ensure that the vessel is mechanically sound, seaworthy and the transfer can be accomplished in a safe and uninterrupted manner.
  3. Continually monitor and adjust cargo flow throughout the transfer operation.
  4. Work with Tankerman and vessel Captain to ensure correct mooring configurations are used and mooring lines are kept tight enough at all times.
  5. Secure loading/unloading hoses properly and monitor throughout transfers.
  6. Maintain communication with vessels and plant operations to monitor and control safe chemical transfers to and from marine vessels.
  7. Operate dock cranes and loading arms to make necessary vessel connections and transfers.
  8. Make routine dock inspections during transfers and correct issues as they are discovered.
  9. Update Unit Operator/Shift Supervisor on process conditions, typically including loading changes, upset conditions, and equipment failures.
  10. Maintain up-to-date certifications, qualifications, and training records based on regulatory agency compliance and the INEOS emergency response team requirements, including off-site activities.
  11. Work in conjunction with other operators to maintain stable operation of the plant by communicating pertinent process information.
  12. Record process information and operating activities on log sheets, checklists and in logbooks.
  13. Monitor the loading instrumentation and equipment to collect information and ensure proper operation.
  14. Operate heavy equipment such as a locomotive associated with moving empty/full railcars to facilitate loading activities.
  15. Collect samples as outlined in the sample plan or as requested. Make visual comparisons of samples to determine if they are of the proper color, temperature, viscosity, etc. Perform routine lab analysis on collected samples.
  16. Work with supervision to troubleshoot and optimize the process, typically including conditions affecting safety, efficiency, capacity, and product quality.
  17. Prepare equipment and pipe systems for removal, maintenance, or repairs under the guidance of supervision.
  18. Perform routine and non-routine housekeeping required to maintain designated process area clean and safe.
  19. Turn valves or move controls to maintain system at specified temperature, pressure and flow rate.
  20. Assist supervision in developing and reviewing operating procedures.
  21. Assist the Safety Department in reviewing and auditing the process as requested.
  22. Maintain up-to-date certifications, qualifications, and training records based on the INEOS operator progression policy.
  23. Perform Job Tasks as outlined in JTBs and SOPs.

Education/Experience

  1. Maintaining USGC approved Tankerman-PIC with a DL endorsement certification is required.
  2. High School or equivalent with minimum 2 years of dock operations experience.
  3. Satisfactory completion of all procedures outlined in the training required to perform loading/unloading activities. Familiarity with loading/unloading operations and pertinent regulations.
  4. Basic understanding of industrial operations and basic mathematical ability.
  5. Ability to read and comprehend Standard Operating Procedures, SDS sheets and other technical documents.
  6. Must be available for OT as required.
  7. Must have a valid Driver’s license.
  8. Must be able to obtain a TWIC card.

SKILLS & KNOWLEDGE REQUIRED

The use of the following office equipment will be required: Personal computer, calculator, multi-line telephone, copier, printer, scanner, fax.

The use of the following software could be required: Microsoft Office (Excel, Word, Power Point, Outlook), Skype, Visio, Adobe (PDF), Share Point, SAP, Microsoft Project.

Ability to use:

The use of electronic devices will be required: electronic calculator, personal computer, and two-way radio, LEL/O2 meter. Knowledge of the following software will be required: Distributive Control System (DCS), Data Historian, spreadsheets, word processor, e-mail, and document management. The use of the following tools and equipment will be required: forklift, loading chocks, railcar switching engine, hand tools, ladder, chain hoists, power washer, and man lift.

PHYSICAL REQUIREMENTS

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  5. The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body.
  6. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places,
