Organizational Setting The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, protecting people and the environment from radiation exposure and responding to Member States’ needs. The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating, and implementing the IAEA's nuclear security programme to safeguard against, detect, and respond to nuclear security events and threats.
NSNS comprises four sections:
Information Management Section
Nuclear Security of Materials Outside of Regulatory Control Section
Nuclear Security of Materials and Facilities Section
Programme Development and International Cooperation Section
Role Overview The Section Head provides policy and strategy advice, manages programme implementation, coordinates financial processes, and oversees the Nuclear Security Training and Demonstration Centre. The role requires leadership, expert knowledge in policy development, and experience with the Nuclear Security Fund.
Key Responsibilities
Develop and implement strategic planning for Division-wide work, encouraging linkages with related units.
Review effectiveness and priority focus within the results‑based framework.
Provide coordination leadership for budgetary plans aligned with the IAEA programme.
Guide the development of a policy framework.
Manage an innovative and effective team, promoting collaboration and ensuring a balanced skill set.
Track programme implementation, monitor disbursement of extra‑budgetary contributions, and ensure compliance with conditions.
Prepare required reports to donors and other Divisional reports.
Interact with Member State representatives to support or facilitate contributions to the Nuclear Security Fund.

Qualifications, Experience & Language Skills
University degree in Finance, Nuclear Science, Economics, or related field.
Master’s degree preferred.
Minimum of ten (10) years of progressively responsible experience in financial management, budget planning, and programme coordination, including five (5) years at a managerial/supervisory level.
Experience in an international or national organization, governmental body, or regulated sector (preferably in nuclear, defence, or high‑security domains).
Proven experience managing large, complex budgets and mobilising extra‑budgetary contributions for donor‑funded projects.
Demonstrated application of Results‑Based Management principles.
Experience in cross‑functional coordination and liaison with Member States, donors, and strategic partners.
Excellent oral and written command of English; knowledge of other IAEA official languages is an asset.
Remuneration US $101,540 tax‑free annual base salary (subject to mandatory deductions). Variable post adjustment of US $56,964. Additional benefits include 6 weeks’ annual leave, home‑leave travel, pension plan and health insurance.
