Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA\’s nuclear safety and security programme, which encompasses the Agency\’s activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA\’s nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

• Information Management Section
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section (MORC) supports States in establishing and maintaining nuclear security systems for materials outside of regulatory control, develops guidance, provides assistance, and conducts expert missions to enhance nuclear security regimes.

Main Purpose

This consultancy provides technical expertise in deploying and enhancing the IAEA\’s S&T Applications (TRACE, PAAT, MDQ, M-INSN), which are systems/tools enabling secure connectivity between radiation detectors and State-controlled command centers to enhance nuclear security detection activities. The applications include computer-based and mobile phone applications connected via Wi-Fi or Bluetooth to radiation detection systems, and may interface with other IAEA tools.

Functions / Key Results Expected

• Improve S&T Applications through testing, deployment, acceptance, and sustainment, including authoring technical documents and training users.
• Conduct technical meetings to generate ideas and address issues.
• Draft PCNs for enhancements/upgrades.
• Assess issues and requests, collaborate with teams, and support quality assurance.
• Support implementation sections as needed.

Knowledge, Skills and Abilities

Required Skills and Expertise:

• Project Management
• Computer Programming
• Radiation detection and measurement (asset)

Qualifications and Experience

• Advanced University degree in Computer Science/Engineering or related field, or a Bachelor’s with two additional years of relevant experience.
• Minimum five years\‘ experience related to the position\’s functions.
• Success in project management of secure software and network systems.
• Programming experience with at least one language.
• Experience with containerized applications on Windows and Linux.
• Experience with web server/web application hardening (asset).
• Operational knowledge of radiation detection instruments (asset).
• Experience with open source code and smartphone applications (asset).
• Experience as a trainer in radiation detection and network/software installation (asset).
• Excellent command of English and at least one other IAEA official language, with demonstrated authorship of technical documents.

Remuneration

The daily fee is up to €300, with additional allowances for travel and subsistence if required. Health coverage and pension are the incumbent\’s responsibility.
