Organizational Setting The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:
Nuclear Security of Materials Outside of Regulatory Control Section
Nuclear Security of Materials and Facilities Section
Information Management Section
Programme Development and International Cooperation Section
The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.
The Nuclear Material Security Unit is responsible for performing activities related to nuclear security of nuclear material in use and storage, nuclear security of the nuclear fuel cycle and associated facilities during their lifetime, including accounting and control of nuclear material for nuclear security purposes, and the technical implementation of the CPPNM and its Amendment.
Main Purpose Under the supervision of the NMS Unit Head, the Consultant on Technical Support for Nuclear Security of Nuclear Material and Associated Facilities will provide expertise into physical protection upgrades projects upon requests of Member States, particularly for projects of physical protection upgrades at reactors. The consultant will also provide technical expertise supporting development, enhancement, and finalization of nuclear security related publications, capacity building efforts and information exchanges on the design, implementation and evaluation of nuclear security systems of nuclear facilities (consistent with the Convention on the Physical Protection of Nuclear Materials and its Amendment and IAEA Nuclear Security Series guidance documents). The consultant will be responsible for drafting, editing, and finalizing related training material, as well as the planning and implementation of associated consultancy meetings, workshops, training courses and technical meetings.
Functions / Key Results Expected
Act as a technical specialist for the projects of physical protection upgrades at reactors
Provide technical expertise into other physical protection upgrades projects upon requests of Member States
Develop technical specifications, work plans, technical reports, and other products and services supporting design, delivery, and evaluation of physical protection upgrades at nuclear facilities
Act as technical expert for the project to procure and supply additional physical protection laboratory equipment for the Nuclear Security Training and Demonstration Centre (NSTDC).
Contribute to capacity building activities, including conduct of training, workshops, exercises and seminars related to nuclear security of nuclear materials and associated facilities.
Develop training materials on nuclear security of nuclear materials and associated facilities, and related topics
Prepare associated work plans, logistics, and organization for, and support ultimate execution of, IAEA consultancy and technical meetings related to discrete physical protection topics
Qualifications and Experience Advanced university degree in the field of nuclear engineering, physics, chemistry or another relevant engineering field.
Minimum of five years of experience working in safety, security or nuclear engineering.
Proven professional experience in nuclear security, including experience with development and appraisal of national nuclear security frameworks, nuclear facility security systems and measures, and other nuclear security assessment activities.
Comprehensive knowledge of different types of nuclear power plant technologies worldwide.
Expert knowledge of safety/security systems at nuclear power plants.
Experience working with national and international partners, preferably including the IAEA, in the area of nuclear security.
Experience developing guidance documents or technical documents in the area of nuclear security of nuclear and other radioactive material and associated facilities, including through utilizing national or international best practice in the area.
Experience in writing, coordinating, editing, and finalizing of technical reports.
Experience in the development, maintenance, or enhancement of project management databases.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
