Main Purpose Reporting to the Director, the Section Head provides policy and strategy advice, manages programmatic policy development, coordinates funding and donor reporting, oversees the education and training programme and the Nuclear Security Training and Demonstration Centre (NSTDC), and promotes adherence to the amendment of the Convention on the Physical Protection of Nuclear Material.
Role and Responsibilities
Lead collaborative planning of Division-wide work and identify linkages with related work units.
Review effectiveness and prioritize initiatives according to a results‑based framework.
Provide coordination and structure for budgetary plans aligned with the IAEA programme and budget.
Develop and refine a policy framework.
Manage an innovative and effective team, fostering internal and external collaboration and ensuring a balance of skills and resources.
Monitor programme implementation and the disbursement of extra‑budgetary contributions, ensuring conditions are met.
Prepare required reports to donors and other key Divisional reports.
Interact with Member State representatives to support or facilitate contributions to the Nuclear Security Fund.
Required Expertise
Management and Programme Analysis – International Relations
– Experience in international initiatives involving nuclear security.
Management and Programme Analysis – Member State Engagement
– Experience in promoting and presenting policy to external stakeholders.
Management and Programme Analysis – Partnership Development
– Experience developing partnerships with Member States, international organisations and other stakeholders in nuclear security.
Asset Expertise – Programme Management
– Experience managing, evaluating and reporting on programme implementation to internal and external stakeholders.
Qualifications, Experience and Language Skills
Bachelor’s Degree in Finance, Nuclear Science, Economics or a related field, with an additional four years of relevant experience considered in lieu of an advanced degree.
Master’s Degree in Finance, Nuclear Science, Economics or a related field.
Minimum of ten years of progressively responsible experience in financial management, budget planning and programme coordination, including five years at a managerial or supervisory level.
Experience in an international, national or regulated sector (preferably in nuclear, defence or high‑security domains).
Proven experience managing large, complex budgets and mobilizing extra‑budgetary contributions for donor‑funded projects.
Demonstrated application of results‑based management principles in planning and monitoring, including policy and financial framework development aligned with organizational strategy.
Proven cross‑functional coordination and liaison experience with Member States, donors and strategic partners, ideally in technical environments.
Excellent oral and written command of English; knowledge of Arabic, Chinese, French, Russian or Spanish is an asset.
