Reporting to the Team Leader (SG - Support Programmes), the Technical Programme Coordination Officer contributes to the administration of Support Programme activities by managing the preparation of the Department's biennial development and implementation support (D&IS) project plans that are in line with the Department's Strategic Plan and communicate the departmental needs to Member State Support Programmes (MSSPs). The officer also advises managers on project implementation using resources from MSSPs and coordinates preparation of reports on D&IS plan implementation.
Role: The Technical Programme Coordination Officer serves as a facilitator and manager for the preparation of the Department’s biennial D&IS project plans, working with project managers to ensure clarity of needs and alignment with strategic plans, and as a technical reviewer and advisor for new task proposals and project progress.
Responsibilities
Coordinate the preparation of the Department’s biennial D&IS project plans and implementation reports, ensuring quality, completeness, and alignment with planning frameworks and timelines.
Conduct technical reviews of MSSP task proposals and requests, providing recommendations on technical soundness, feasibility, and cost‑effectiveness.
Review and analyse task status reports and documentation for MSSP review meetings, identifying key issues, risks, and trends.
Initiate, review and consolidate reports on the application and results of MSSP tasks, ensuring accurate, timely, and structured presentation to MSSPs and stakeholders.
Coordinate with the Strategic Planning Team to ensure coherence between Resource Mobilization Priorities and the biennial D&IS Programme.
Provide support to the Section Head in preparing meetings of departmental review committees, including briefing materials and analyses.
Oversee and manage the implementation and maintenance of the Support Programme Information and Communication System (SPRICS), ensuring data integrity and effective use for planning, monitoring, and reporting.
Required Expertise
Safeguards Nuclear Fuel Cycle/Nuclear Facilities:
Knowledge of technical fields relevant to the nuclear verification programme.
Management and Programme Analysis Programme Management:
Knowledge of programme and project management techniques.
Finance Budget and Financial Management:
Knowledge of procurement and budgeting/financial concepts and principles.
General Services Quality Management:
Quality management experience, particularly in controlling large numbers of documents.
Management and Programme Analysis Resource Mobilization:
Experience in resource mobilization at national or international level.
Qualifications, Experience and Language Skills
Bachelor's Degree in nuclear or other engineering, physical science, mathematics, international relations, public administration, business administration, project management or a safeguards related discipline.
At least 5 years of working experience in one of the following areas: nuclear safeguards, project management or the nuclear fuel cycle.
Knowledge related to nuclear safeguards, nuclear verification activities, or the nuclear fuel cycle.
Experience coordinating programme or project planning, implementation, monitoring, reporting and stakeholder engagement activities.
Excellent oral and written command of English; knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.
